Moved by Welper, seconded by Clark that the Minutes of February 2, 2004, as proposed, be approved. Ayes: Three. Motion carried. The request of the Superintendent of Central Garage for authorization to purchase two dump trucks for the Street Department at a cost of$67,962.00 each and one dump truck for the Leisure Services Department at a cost of$67,062.00 was reviewed. The trucks for the Street Department would be purchased using the department's operating budget, and the truck for the Leisure Services Department would be purchased through GO Bond funds. The city is using bids received by the City of Cedar Falls. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Central Garage for authorization to seek bids for FY04 Capital Equipment was reviewed. Bids will be solicited for a transmission flushing machine for Central Garage, two unmarked police cars and one van for the Police Department, two pick-up trucks for the Engineering Department, one Econoline truck with box and Tommy lift tailgate for the Center For The Arts, and one Hi-Ranger lift truck for Traffic Operations. This equipment will replace existing equipment which will be sold at a city auction once the new equipment is purchased. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Motion carried. Moved by Welper, seconded by Clark that a garbage refund in the amount of $27.00 for 1814 Mulberry Street be approved. Ayes: Three. Motion carried. The request of the Human Resources Director for authorization to contract with Allen Hospital Occupational Health Services to conduct audiometric tests on approximately 300 employees in Fire Rescue, Street, Waste Management, Garage, Airport, Leisure Services, Traffic, Maintenance, Engineering and Police Departments at a cost of$14.00 per employee; respirator physicals on approximately 25 employees in the Waste Management, Leisure Services and Police Departments at a maximum cost of$50.00 per employee; TB testing for Police and Fire Rescue employees at a cost of$7.00 per test was reviewed. Allen will provide work site testing, multiple testing capabilities, completion within the established time frame, testing within shift schedules to avoid overtime costs and waives the trip charges. The audiometric tests will satisfy OSHIA 1910.95 requiring yearly monitoring for employees exposed to noise in excess of 85 decibels and to loud impulse noises such as sirens and fire fighting equipment. The respirator physicals will satisfy 29 CFR 1910.139 requiring testing for employees who wear a respirator. Moved by Welper, seconded by Clark that said request be approved. Ayes: Three. Moved by Welper, seconded by Clark that a travel request for Human Rights Executive Director, Fair Housing Coordinator, two Human Rights Specialists and Clerical Assistant to attend Intake Training for Fair Housing Assistance Program in Kansas City, Kansas on March 10-12, 2004, with costs not to exceed $1,551.70,be approved. Moved by Welper, seconded by Clark that a travel request for Signal Technician II to attend 2004 Annual Training Seminar in Davenport, Iowa on March 1-4, 2004, with costs not to exceed $240.00,be approved.
