Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of January 26, 2004, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to
purchase ten ICM 2000 Plus upgrade kits at a cost of $3,000.00 be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to
purchase touch pad transmission shifter for 311 Aerial Platform at a cost of $1,600.00 be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the travel request for Instructor to teach Operations
Level Class in Frankville, Iowa on February 7-8, 2004, with costs not to exceed $165.00, be
approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the travel request for Human Resources Director to
attend National Public Employer Labor Relations Association 2004 Annual Training Conference
and Labor Relations Academy IV Training in Washington, DC on March 28-April 3, 2004, with
costs not to exceed$2,511.00, be approved.
Prior to a vote on the above motion,the following comments were heard.
June Watkins, Human Resources Director, reported that the training will count toward her
required certification. Councilperson Greenwood asked if Ms. Watkins will handle labor
negotiations or bring in an outside negotiator. Ms. Watkins responded that there are advantages
to bringing in an outside consultant during labor negotiations. If a consultant is hired, the
Human Resources Department is heavily involved in negotiations.
Following comments a vote was taken on the above motion with the following result. Ayes:
Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Leisure Services Director for pre-
authorization to expend $1,694.15 for new work station for sports manager be approved. Ayes:
Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $11,536.00 to purchase automatic doors for the
Public Library be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $2,975.00 to purchase carpet material for Ramada
ramp from the parking garage to the hotel be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $2,880.46 to purchase two keg-style beer coolers
for the Five Sullivan Brothers Convention Center be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Superintendent of Central Garage
for pre-authorization to expend $2,459.81 to purchase hydraulic manifold for automated garbage
truck be approved. Ayes: Three. Motion carried.
