The request of the Superintendent of Central Garage for authorization to purchase one additional
Crown Victoria at the state bid price of $19,839.19 was reviewed. The Crown Victoria will
replace a 1998 Ford Expedition which has 123,000 miles on it. The City currently has five
Crown Victorias on order off the state bid price. Funds are available in the capital equipment
program. Moved by Welper, seconded by Clark that said request be approved. Ayes: Two.
Absent: Greenwood. Motion carried.
The request of the Superintendent of Traffic Operations for authorization to purchase a conflict
monitor/malfunction management unit tester at an estimated cost of $8,340.00 was reviewed.
The existing conflict monitor tester will not test the new MMUs. The city currently has only
two MMUs in operation, but all new purchases from now on will be MMUs. The unit
recommended for testing is the ATSI (Athens Technical Specialists Inc.) Model PCMT-2500
fully automated tester. The estimated cost for the unit is $8,340.00. Moved by Welper,
seconded by Clark that said request be approved. Ayes: Two. Absent: Greenwood. Motion
carried.
The request of the Superintendent of Traffic Operations for authorization to seek bids for Eagle
Signal cabinets and controllers for the intersections of University Avenue and Fletcher Avenue;
University Avenue and Sager Avenue; University Avenue and Falls Avenue; and University
Avenue and Midway Avenue at an estimated cost of$50,000.00 was reviewed. Records indicate
that steel signal cabinets were installed in 1982 and 1983. At the present time, the cabinets are
badly rusted and the new specification on the cabinets and controllers is a NEMA TS2, changing
our previous TS 1 specifications which eventually will be phased out to TS2. The University
Avenue closed loop system consists of 21 intersections, which are manufactured by Eagle
Signal. In order to be compatible the four intersections need to be Eagle Signal controllers and
cabinets. Currently, the city is operating two manufacturer's closed loop systems. The goal is to
have one manufacturer. The estimated total cost for the four intersections is $50,000.00, and
purchase of the equipment will be funded by GO Bond money. Moved by Welper, seconded by

Moved by Welper, seconded by Clark that the request of the Fire Chief for authorization to
repair 2000 Freightliner ambulance at an estimated cost of$2,338.13 be approved. Ayes: Two.
Absent: Greenwood. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Golf Manager to attend Golf Show
in Minneapolis, Minnesota on February 27-29, 2004, with costs not to exceed $370.64, be
approved. Ayes: Two. Absent: Greenwood. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Police Lieutenant to attend Trends
and Techniques in Internal Affairs Course in Louisville, Kentucky on March 14-20, 2003, with
costs not to exceed $1,460.00, be approved. Ayes: Two. Absent: Greenwood. Motion carried.
Moved by Welper, seconded by Clark that a travel request for Director of Cultural & Arts
Commission to meet legislators in Des Moines, Iowa on January 20-21, 2004, with costs not to
exceed $107.50, be approved. Ayes: Two. Absent: Greenwood. Motion carried.

authorization to expend $9,000.00 for professional services to administer the PFC program
through FY04 be tabled until funding is available in this line item. Ayes: Two. Absent:
Greenwood. Motion carried.
Moved by Clark, seconded by Welper that Bills Payment, as contained in Schedule AP640, dated
January 26, 2004, pp. 1-61, in the amount of $2,732,390.85, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Two. Absent: Greenwood.
