Moved by Welper, seconded by Clark that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Welper, seconded by Clark that the Minutes of December 22, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
The following bids received for the standard 5-part Iowa Uniform Citation and Complaint form
for the Police Department were reviewed:

Moved by Clark, seconded by Welper that the low bid of G.A. Thompson Co. Inc. in the amount
of$1,965.00 be approved. Ayes: Three. Motion carried.
The request of the Fire Chief to accept the Fire Act Grant in the amount of$71,256 and approve
the 30 percent match in the amount of $30,537.00 was reviewed. The grant will be used to
install 800 smoke detectors, 600 carbon monoxide detectors, 800 night-lights and 400 lock boxes
in the homes of low-income seniors. A program coordinator will also be hired. GO Bond funds
will be used to purchase the equipment for the 30 percent match. The Fire Department will use
some of the grant funds for advertising of the program. Moved by Welper, seconded by Clark
that said request be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the travel request for Fire Captain and Mechanic to
travel to Waywagee, Wisconsin on December 29, 2003 to pick up the aerial, with costs not to
exceed $215.00, be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the travel request for Mayor, Community Planning &
Development Director, Community Development Director and Community Development Board
Member to attend Cedar Valley Coalition meetings in Washington D.C. on March 20-24, 2004,
with costs not to exceed $1,950.00 each, be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $3,866.00 for remodeling/expansion of the
Building Inspection Office be approved. Ayes: Three. Motion carried.
Moved by Clark, seconded by Welper that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $5,540.00 to purchase two HP pumps for Gates
Pool be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Human Rights Director for approval
of expenditure of$203.95 for the purchase of beverages provided for the Carnegie Annex Open
House on May 14, 2003 be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the City Clerk for authorization to
decrease Line Item 1710 (Contingency) and increase Line Item 1780 (Election) in the amount of
$8,055.00 be approved. Ayes: Three. Motion carried.
Moved by Welper, seconded by Clark that the request of the Executive Director of the Human
Rights Commission for authorization to increase Line Item 1315 (Education & Training) in the
amount of $7,244.13 and Line Item 1346 (Travel-Professional) in the amount of $312.16 be
approved. Ayes: Three. Motion carried
