Moved by Getty, seconded by Hurley that the Agenda, as amended to add Item No 3 under New Business, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the Minutes of December 8, 2003, as proposed, be approved. Ayes: Three. Motion carried. Funding for Line Item 1572 (Repair Parts) in the Central Garage Budget for the remainder of Fiscal Year 2004 was reviewed. Councilperson Hurley reported that prior to the $1.2 million reduction in revenues from the State of Iowa, Central Garage had $56,000.00 budgeted for repair parts for FY 2004. As part of the reduction, Central Garage had to reduce its budget by $34,000.00, and the Superintendent of Central Garage elected to reduce the repair parts line item rather than laying off a person. By purchasing parts through Parts Plus, approximately$6,500.00 in savings has been realized. There is currently $1,000.00 in the repair parts line item with six months remaining in the budget year, and Central Garage needs approximately $21,000.00 to $22,000.00 for the remainder of the fiscal year. Michelle Weidner, Chief Financial Officer, reported that she does not have a fund balance for FY03 Budget yet. To date for FY04, expenses are exceeding revenue by about $300,000.00. Ms. Weidner stated it is possible the FY 03 Budget could have additional fund balance that could be used, and she suggested that this item be tabled for one to two weeks. Moved by Hurley, seconded by Getty that the request of the Superintendent of Central Garage for additional funding for Line Item 1572 (Repair Parts) be tabled until some time in January 2004. Moved by Getty, seconded by Hurley that the request to amend the travel request for an additional amount of$40.00 for Police Officers to attend Methamphetamine Conference in Long Beach, California on November 2-6, 2003 be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that a travel request for Cultural & Arts Director and Curator to pickup art work in Chicago, Illinois at December 22-23, 2003, with costs not to exceed $490.00, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend $2,175.00 to purchase NBA and WNBA replica basketball jersey for the basketball program be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend not to exceed $3,000.00 for lumber and supplies for window replacement project at Gates Park be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend $2,303.50 to purchase a welder from Superior Welding be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend $4,000.00 to repair block building at 1101 Campbell Avenue be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the request of the Director of Human Rights Commission for pre-authorization to expend $2,209.26 for CVDAT luncheons, conference and meetings be approved. Prior to a vote on the above motion, the following comments were heard. Michelle Weidner, Chief Financial Officer, reported that CVDAT has a balance of$7,556.24 as of June 30, 2003 that could be used for this expenditure, but that the Director has not submitted an amendment for those funds. Moved by Hurley, seconded by Getty that this item be tabled until a line item amendment is submitted. Ayes: Three.
