Moved by Getty, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the Minutes of December 1, 2003, as proposed, be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to purchase a gas meter at a cost of$1,012.01 was reviewed. The meter will be used to measure carbon monoxide, fire and during haz mat calls. Moved by Hurley, seconded by Getty that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Central Garage for authorization to purchase five 2004 Crown Victoria squad cars using the state bid price was reviewed. The price for the cars using the state bid price this year is $19,839.19 per car, for a total purchase price for five cars of $99,195.95. G.O. Bond funds are available in the amount of$155,000.00 for purchase of police vehicles this fiscal year. Moved by Getty, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the travel request for two Sewer Maintenance Workers to attend FlushingNacuuming Equipment Seminar in Cedar Rapids, Iowa on December 15-16, 2003, with costs not to exceed $370.00, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that a travel request for Golf Manager and Golf Maintenance III Workers to attend Iowa Turfgrass Conference on January 26-28, 2004, with costs not to exceed $430.00, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that a travel request for City Forester to attend International Society of Arboriculture — Midwest Chapter Annual Conference and obtain continuing education units for Arborist Certification in Tulsa, Oklahoma on February 10-13, 2004, with costs not to exceed $620.00, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that a travel request for Deputy City Clerk to attend Excelling as a First-Time Manager Supervisor Seminar in Waterloo, Iowa on February 10, 2004, with costs not to exceed $199.00, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that an amendment for additional costs in the amount of $125.00 for travel request for Manager of Rehabilitation Services to attend re-certification of Heating, Ventilation and Air Conditioning Conference in Waterloo, Iowa on October 23-24, 2003, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that an amendment for additional costs in the amount of $45.00 for travel request for Police Sergeant to attend Domestic Violence Strangulation Seminar in San Diego, California on December 3-7, 2003, be approved. Ayes: Three. Motion carried. The request of the Human Rights Commission to review the FY 2004 budget reduction was reviewed. Councilperson Hurley stated that on December 4, 2003, he met with the Chief Financial Officer, Human Rights Director and some member of the Human Rights Commission. Councilperson Hurley stated that there was a misunderstanding, and the Human Rights Commission will have to find the $8,000.00 revenue they reduced or not provide some future program. Moved by Hurley, seconded by Getty that the FY 2004 Budget reduction to the Human Rights Commission approved by the council on July 24, 2003, be affirmed. Ayes: Three. Motion carried.
