Moved by Getty, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the Minutes of October 6, 2003, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for Chief Electrical Inspector to attend IAEI Iowa Chapter Fall Educational and Business meeting in Sheldon, Iowa on October 23-24, 2003,with costs not to exceed $150.00, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for Fire Department Instructors to teach Haz Mat Tech Recertification classes in Marshalltown, Iowa on October 15-17, 2003, with costs not to exceed$360.00, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for two Police Officers to attend Advanced Homicide Investigations Course in Johnston, Iowa on October 28-October 31, 2003, with costs not to exceed$827.00, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for Human Rights Executive Director to attend 56th Annual National Human Rights Workers Conference in Houston, Texas on October 25-30, 2003, with costs not to exceed $1,424.55,be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for two members of the Human Rights Commission to attend 56th Annual National Human Rights Workers Conference in Houston, Texas on October 25-30, 2003, with costs not to exceed $2,749.10, be approved. Walter Reed, Executive Director of Human Rights Commission, reported that his travel expenses will be covered under the Fair Housing Grant, and the travel expenses for the Human Rights Commission members will be covered under his General Fund budget. Mr. Reed explained that the conference is not required certified training, but as a Department Head it is his decision to authorize this travel request. The commissioners make decisions on complaints that could end up in a hearing. Mr. Reed stated the city has an obligation to train the commissioners as they have to set policies on discrimination. Mr. Reed stated that the term of office for the commissioners is six years, and after two terms, the commissioners are asked to serve as volunteers and help with development of goals and objectives. Councilperson Hurley asked Mr. Reed to take a message to HUD that it would be a lot easier for them to come to us, and he feels there is a better use of tax dollars, that HUD should hold these conferences by regions. Councilperson Hurley stated that there could be additional cuts of city departments' budgets because of the State of Iowa's problem with revenues and asked if Mr. Reed would still recommend this travel request. Mr. Reed responded that he would still want to send the commission members as the commission has an obligation to inform the public about discrimination. Mr. Reed reported that HUD tells them where to attend the conferences, how many should attend and allocates the funds for the training. Following discussion a vote was taken on the above motion, with the following result. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for Police Officer to attend Basic Armorer Course in Smyrna, Georgia on October 26-November 1, 2003, with costs not to exceed $1,385.00, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the travel request for Community Development Coordinator and Manager of Rehabilitation Services to attend HUD Office of Healthy Homes and Lead Hazard Control Grantee Orientation in Washington, DC on October 27-30, 2003, with costs not to exceed $1,195.00 each,be approved.
