Moved by Hurley, seconded by Getty that the Minutes of June 9, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to establish a stipend in the amount of$5,000 per
year to be paid quarterly to the Medical Director for services provided to the First Responders,
EMTs and Paramedics of Waterloo Fire Rescue was reviewed. The State of Iowa mandates that
any service providing pre-hospital care do so under the direction of a licensed physician.
Waterloo Fire Rescue has had a Medical Director from the time they began providing pre-
hospital care in the 70s. At that time EMS was funded 100 percent by tax dollars. An area
physician was asked to volunteer his/her time to serve as Medical Director. Today, Waterloo
Fire Rescue Emergency Medical Division is 100 percent funded by users fees, and the Fire Chief
feels the Medical Director is a vital part of that. To reimburse the Medical Director for his/her
time and out-of-pocket expenses, the Fire Chief is proposing to establish a stipend in the amount
of $5,000 per year to be paid to the Medical Director on a quarterly basis. Moved by Getty,
seconded by Hurley that said request be approved. Ayes: Three. Motion carried.
The request of the City Planner for authorization to enter into negotiations with Earth Tech Inc.
for the Vision Iowa Project was reviewed. Staff and the Consultant Selection Committee
recently reviewed and evaluated the proposals for the Vision Iowa Project. The city requested
proposals from qualified consultants to be able to select a consultant/consultant team for the
design of this project. Proposals were received from two firms with teams assembled to address
the design issues and expertise needed for the project. The Consultant Selection Committee has
chosen Earth Tech Inc. and their team as the top consulting team. The Consultant Selection
Process allows for the review and evaluation of consultants on the merits of choosing the best
consultant for the project. Then enter into negotiations for payment setup, etc. Failure to come
to agreement in negotiations would lead to the next rated consultant team to move into
negotiations. Any contract or negotiations proposed would be forwarded to the full council for
review and approval. Moved by Hurley, seconded by Getty that said request be approved. Ayes:
Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for Contracts & Grants Coordinator to
attend American Contract Compliance Association Training in Cincinnati, Ohio on September 9-
14, 2003, with costs not to exceed $2,070.00, be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for two Police Investigators to travel
to Kansas City/Topeka, Kansas for follow-up investigation on May 14-16, 2003, with costs not
to exceed $570.00, be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Fire Chief for pre-authorization to
expend $2,000.00 for sod for the area around the Confined Space Stimulator be approved. Ayes:
Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Superintendent of Waste
Management Services for pre-authorization to repair overhead door at the shop at a cost of
$1,312.42 be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Superintendent of Waste
Management Services for pre-authorization to purchase electrical controls for sample pump at
Hunt Wesson Lift Station at a cost of$2,334.93 be approved. Ayes: Three. Motion carried.
