Moved by Getty, seconded by Hurley that the Agenda, as amended to add Item No. 4 under New
Business, be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the Minutes of May 27, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the amendment to the travel request for a Fire Fighter
to attend ARFF Training School in Dallas, Texas on May 3-25, 2003 for an additional cost of
$289.85 for gas and motel room, be approved. Ayes: Three. Motion carried.
The following bids received for a 4x4 pickup for the Tri-County Drug Task Force were
reviewed:

It was the recommendation of the Superintendent of Central Garage that the bid from Dick
Witham Ford in the amount of$27,705.00 be accepted. Moved by Getty, seconded by Hurley
that said recommendation be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for the Human Resources Manager to
attend a Seminar on Wages, Hour and Pay Issues in Bettendorf, Iowa on June 26, 2003, with
costs not to exceed $297.00, be approved.
Prior to a vote on the above motion, the following comments were heard.
Councilperson Hurley stated that he questions approving travel requests at a time when we are
unsure of the budget. Councilperson Hurley questioned the request for $108.00 for mileage for
this travel request. June Watkins, Human Resources Director, reported that no city car is
available on this date except for a van which would be difficult for this employee to drive. Ms.
Watkins reported that the mileage is for 300 miles round trip at .36 per mile. The employee will
stay overnight with relatives and is not submitting any costs for meals. Councilperson Getty
stated he has no trouble paying .36 per mile, but asked the Superintendent of Central Garage to
look at acquiring two new cars to be used by employees traveling on city business. Dennis Bell,
Superintendent of Central Garage, responded that it would probably cost $28,000 for the new
cars. Councilperson Clark stated he has a problem paying mileage when we don't know what
will happen with the budget, and that $108.00 to travel to Bettendorf is way out of line. Mayor
Rooff stated that there is a council work session on Thursday, and that may be the time to say we
aren't going to allow travel. Councilperson Hurley suggested that the travel request be approved
subject to the employee using a city vehicle.
Moved by Hurley, seconded by Getty that the motion be amended to approve the travel request
subject to the employee using a city vehicle. Ayes: Three. Motion carried.
Eric Thorson, City Engineer, updated the committee on quotes received from Rampart on repairs
to the Highway 63 Lift Station. The single primary cost item appears to be dewatering of the
site, with an approximate cost of$23,600.00. Due to numerous unknown factors, repair of the
project will be on a time and material basis. Material required for the project will be at
Rampart's cost plus 15 percent. Subcontractors, such as traffic control, would be at Rampart's
cost plus 10 percent. Cost to repair the station will be paid out of the sewer fund.
