Moved by Hurley, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the Minutes of April 14, 2003, as proposed, be approved. Ayes: Three. Motion carried. The request of the Senior Planner for authorization to purchase ArcView software for use by the Traffic Department and a digital camera at a total cost of$1,645.00 was reviewed. The software is used, along with the data from the 28E Agreement with Black Hawk County, for multiple tasks that allow more detailed and timely response to the public. The request is to purchase an additional licensed copy of ArcView for the Traffic Department to be used to establish and run a traffic accident database using GIS-ALAS, an Iowa DOT that runs with ArcView. program . This will provide up-to-date accident and crash data. The software will be used to develop a sign and signal management system. The camera will primarily be used by the Planning and Zoning Department. GO bonds will be used to purchase the software and camera. The Computer Technical Review Committee reviewed and recommended approval of the request on April 9, 2003. Moved by Hurley, seconded by Getty that said request be approved. Ayes: Three. The following bids received for the F.Y. 2003 Traffic Control for Repair of Railroad Crossings were reviewed: Bidder Bid Amount Service Signing, L.C. $ 4,465.00 Tri-State Signing $17,657.00 The project is to provide traffic control for work performed at ten railroad crossings by the Canadian National/Illinois Central Railroad and the Iowa Northern Railway. It was the recommendation of the Associate Engineer that the low bid from Service Signing, L.C. in the amount of $4,465.00 be accepted. Moved by Getty, seconded by Hurley that said recommendation be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Superintendent of Central Garage for authorization to hold annual city equipment auction be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the request of the Superintendent of Central Garage for authorization to seek bids for 3/4 ton pickup truck for the Sign & Traffic Department and for new fuel pumps for fueling station on Black Hawk Street be approved. Ayes: Three. Motion carried. The request of the Associate Engineer for authorization to purchase new software for the pavement management system at a cost of$3,960.00 was reviewed. The software will allow the information in the pavement management system to be placed into the GIS system. Once this information is in our GIS system, each block of the city can be color coded to the type, age and condition of the pavement or any other item in the pavement management system. The Computer Technical Review Committee reviewed and approved the purchase of this software on April 9, 2003. The software will be purchased using GO Bond funds out of the GIS budget. Moved by Hurley, seconded by Getty that the request of the Superintendent of Central Garage for pre-authorization to expend $5,130.00 to purchase a broom attachment for a skid steer to sweep medians be approved. Moved by Getty, seconded by Hurley that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $1,871.00 to repair roof parapet around City Hall be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend $28,603.60 to purchase golf course chemicals be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that Bills Payment, as contained in Schedule AP640, dated April 21, 2003, pp. 1-87, in the amount of $2,010,935.51, be received, placed on file and approved and forwarded to the full council for approval.
