Moved by Hurley, seconded by Getty that the Minutes of March 17, 2003, as proposed, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Superintendent of Streets for authorization to seek bids for various asphalt emulsions/bituminous products needed for upcoming Oiling, Seal Coating, Chip Sealing, Fog Sealing, Crack Sealing and making of oil patch material programs be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the request of the Fire Chief for authorization to accept grant from Pioneer in the amount of$1,000.00 to be used for technical rescue equipment be approved. Ayes: Three. Motion carried. The bid received from Valuation Services in the amount of $5,850.00 to provide appraisal services for numerous property located in the Rath Brownfield area was reviewed. As part of the redevelopment of the Rath area, the city has received Brownfields funds for the acquisition of property in the area of the Rath Administration Building. The city was originally going to acquire the former Alstadt-Langlas Bakery for demolition in the area, which would have provided more area for redevelopment. Since the original plan, the bakery was purchased by another individual who is working to redevelop the site. Funds targeted for that specific project will be used for the purchase of Crystal Ice, 1428-1430 Lafayette, 218 Elm Street, 217 Elm Street, 1628 Mulberry Street and 147-149 Stanley Court. The acquisition of these properties will provide for a larger land pad for future redevelopment of this area. Valuation Services has offered to perform an appraisal of the properties at a cost of $5,850.00. The bid received from Earth Tech in the amount of$1,800.00 to provide survey services of the former Construction Machinery Company site located just off of Linden Avenue and Glenwood Street was reviewed. As part of the agreement to redevelop and environmentally test the former Construction Machinery Company site located just off Linden Avenue and Glenwood Streets, the city is responsible for surveying the property to divide it into two parcels. City staff has been working with the property owner, Glenwood Properties, to redevelop the site. The agreement involves the city acquiring the westerly and northerly parcel for environmental testing and potential clean up using Brownfield funding. The private property owner will retain the easterly parcel for redevelopment. A bid was received from Earth Tech in the amount of$1,800.00 to provide survey services for the property.
