Moved by Getty, seconded by Hurley that the Minutes of March 10, 2003, as proposed, be approved. Ayes: Three. Motion carried. The bid received for two police bicycles and accessories was reviewed. Bid requests were sent to three local vendors for two police bicycles. The bid specifications included the purchase of two new package bicycles with accessories and the trade in of three present bicycles. The accessories include front and rear lights, water bottle cage and rear carry bag. Europa Cycle & Ski submitted the only bid for a total bid for two bicycles of$1,303.00. The trade-in allowance is $80.00 per Shasta brand bike depending on the condition of the complete bicycle with all components in proper operating condition and rideable. It was the recommendation of the Police Chief that the bid from Europa Cycle & Ski in the amount of$1,303.00 for two bicycles and accessories be accepted, subject to the final cost varying depending on the trade-in allowance. The request of the Human Resources Department for authorization to contract with Allen Hospital Occupational Health Services to conduct hearing tests on approximately 300 employees in the Fire, Street, Waste Management, Garage, Airport, Leisure Services, Maintenance, Engineering and Police Departments at a cost of$13.50 per employee and respirator physicals on approximately 25 employees in Waste Management, Leisure Services and Police Department at a maximum cost of$40.00 per employee was reviewed. Each department will be charged back for the cost of testing its employees. The hearing and respirator testing will be done at the same time. Allen will provide work site testing, multiple testing capabilities, completion within the established time frame, testing within shift schedules to avoid overtime cost and no trip charges. Allen has previous years results for comparison purposes. The hearing tests will satisfy the requirement of OSHA 1910.95 that requires yearly monitoring of employees exposed to noise in excess of 85 decibels and periodic monitoring of employees exposed to loud noises such as sirens. The respirator physicals will satisfy the requirements of 29 CFR 1910.139 that requires testing for employees who wear a respirator. Moved by Getty, seconded by Hurley that said request be approved. Moved by Hurley, seconded by Getty that a travel request for Fire Department Instructor to teach class in Marshalltown, Iowa on March 19, 2003, with costs not to exceed $135.00, be approved. Moved by Hurley, seconded by Getty that an amendment to a travel request for Mayor to attend National League of Cities Conference in Washington DC on March 6-11, 2003 to include League of Cities Board meeting in Des Moines, Iowa,be approved.
