Moved by Hurley, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Hurley, seconded by Getty that the Minutes of January 27, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Airport Director for Hotel/Motel Discretionary funding in the amount of
$3,500.00 to pay for city's share of an airline consultant was reviewed. The total cost for the
consultant's contract is $18,000.00. Other partners contributing to the funding for the contract
include: City of Cedar Falls, Waterloo Chamber of Commerce, Waterloo Convention & Visitors
Bureau, Cedar Falls Chamber of Commerce, Waterloo Economic Development Association,
Cedar Valley Economic Development and John Deere. The contract scope of work required two
studies. The first study was a market overview providing quantifiable data including the leakage,
air carrier profitability and air fare data. The second study was an economic business proposal
for Northwest Airlines to upgrade air service out of Waterloo. Moved by Hurley, seconded by
Getty that said request be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a garbage refund in the amount of$51.00 for 1145
Minnesota Street be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for Airport Director to attend 75th
Annual American Association of Airport Executives at Los Angeles, California on April 26-May
1, 2003, with costs not to exceed$2,831.00,be approved.
Prior to a vote on the above motion, the following comments were heard.
Councilperson Getty stated that Michelle Weidner, Chief Financial Officer, submitted a letter
regarding the Airport Director's travel request. Ms. Weidner reported that a line item budget
amendment has been submitted by the Airport Director. Ms. Weidner reported if you analyze
revenues vs. expenses, the Airport won't have funds, but she recommended the committee
approve the travel request.
Councilperson Getty stated he feels they will come up with the money. Councilperson Jordan
stated that if Ms. Weidner feels the Airport can make it work and the Airport Director thinks he
should go, he will support the travel request.
Following comments a vote was taken on the above motion, with the following result. Ayes:
Two. Nays: Hurley. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for Assistant City Planner to attend
Excelling as a First-Time Supervisor Workshop in Cedar Falls, Iowa on March 19, 2003, with
costs not to exceed $159.00, be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for Police Officer to attend ASP
Tactical Baton Instructor Course in Johnston, Iowa on January 28-29, 2003, with costs not to
exceed$138.00,be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that an amendment to travel request for Chief Plumbing
Inspector to attend 2000 Uniform Plumbing Code Seminar in Cedar Rapids, Iowa on January 14-
15, 2003, for an increase in the amount of$18.35,be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Executive Director of the Human
Rights Commission for pre-authorization to expend $3,139.53 for legal and professional services
provided for two upcoming public hearings be approved. Ayes: Three. Motion carried.
