Moved by Getty, seconded by Hurley that the Minutes of February 10, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to purchase two ambulances was reviewed. One
ambulance would be purchased with FY03 bond funds and one ambulance would be purchased
with FY04 bond funds. Michelle Weidner, Chief Financial Officer, requested that this item be
tabled until the CIP is approved. Moved by Hurley, seconded by Getty that said request be
tabled for two weeks. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to seek bids for two new police bicycles was
reviewed. In the Spring 1991, the Police Department initiated the first police mountain bike
patrol in the state. The Governor's Alliance on Substance Abuse provided grant moneys that
were used to purchase the seven mountain bicycles that allowed the Police Department to begin
the program. In FY 02, the Police Department traded in four of the original bicycles for four new
ones and reconditioned the remaining three bicycles. The Police Chief is requesting
authorization to seek bids for two new police bicycles and related equipment, trade-in three
original bicycles and tune up the four new bicycles purchased in FY 02. Forfeiture funds will be
used to pay for the costs of this request. Moved by Getty, seconded by Hurley that said request
be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a garbage refund in the amount of $90.00 for 508
Edwards Street be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a garbage refund in the amount of $75.00 for 1620
Baltimore Street be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the travel request for Forestry Foreman to attend
Certified Tree Worker Climber Specialist Exam at Ames, Iowa on March 10, 2003, with costs
not to exceed$150.00, be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the travel request for Fire Instructors to teach
recertification class at Lennox Corp. in Marshalltown, Iowa on February 27-28, 2003, with costs
not to exceed $270.00,be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the travel request for Fire Instructors to teach
Operations Level Class for Garber Fire Department and surrounding areas on February 22-23,
2003, with costs not to exceed$215.00 be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the travel request for Business & Marketing Manager
to attend workshop at Rock Island, Illinois on February 28, 2003, with costs not to exceed
$105.00,be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the travel request for Fair Housing Coordinator and
Attorney to attend Training Course in Fair Housing Laws and Enforcement in Baltimore,
Maryland on March 16-21, 2003, with costs not to exceed $5,493.00, be approved. Prior to a
vote on the above motion, the following comments were heard. Walter Reed, Executive Director
of Human Rights Commission, explained that the course is strictly for attorneys, and there are no
courses closer than the Maryland location. Mr. Reed stated that Jim Walsh is having Brandon
Adams attend the course as he will represent the city in court when we have cases that go to
hearing. Brian Krischke is a staff person and cannot practice law in the Human Rights office as
he is not licensed to practice law in Iowa. Mr. Krischke will know how to prepare cases and
assist Mr. Adams. Mr. Reed reported there are six Human Rights Commission offices in the
state and all six offices are sending two persons. Mr. Reed stated that HUD provides the training
dollars and notifies the city how many should attend the courses. Councilperson Greenwood
asked if Mr. Adams is paid on a per hour basis, and Mr. Reed responded that Mr. Walsh pays Mr.
