Moved by Hurley, seconded by Getty that the Minutes of January 13, 2003, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Assistant City Planner for authorization to purchase ArcView software
upgrades at a cost of $1,035.95 was reviewed. The Engineering, Planning and Community
Development Office currently have three licensed copies of ArcView, a software product by
ESRI. The program is used, along with the data from the 28E Agreement with Black Hawk
County, for multiple tasks, including assisting in mailing notices to property owners for the
various requests from the general public and creation of informational maps. One copy is a
version 3.2 and the other two are version 8.1. Recently ERSI released a version 8.2. This
product retails for $1,800.00 but can be purchased as an upgrade for existing ArcView users for
$400.00. The purchases will bring all three licenses up to the current version and will also put
the software on a maintenance agreement that will allow for tech support and free upgrades for
any additional versions that come out within one year. The Computer Technical Review
Committee reviewed and recommended approval of the request on January 13, 2003. GO Bond
funds will be used to purchase the upgrades. Moved by Getty, seconded by Hurley that said
request be approved. Ayes: Three. Motion carried.
The Memorandum of Agreement with the Transportation Security Administration to provide law
enforcement at the Waterloo Regional Airport was reviewed. In May 2002 the Police
Department was charged with the responsibility of providing law enforcement at the Waterloo
Regional Airport. A Memorandum of Agreement with the Transportation Security
Administration, the Waterloo Regional Airport and the Police Department was entered into at
that time. Police Officers received a 2 percent wage increase effective on January 1, 2003. The
wage increase requires the city to modify the agreement with the Transportation Security
Administration to reflect that change. This raises the Police Department's daily operating costs
to from $508.09 to $518.32. Due to the increase, a modified Memorandum of Agreement must
be signed. Moved by Hurley, seconded by Getty that said Memorandum of Agreement be
approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Fire Chief for authorization to
purchase opticom equipment for 2002-2003 at a total cost of $24,442.00 be approved. Ayes:
Three. Motion carried.
Reduction of sewer fees for low-income and elderly residents at 14.5 percent of total sewer bill
was reviewed. All persons eligible for a garbage exemption would be eligible for a reduction in
their sewer bills. The city will use the same guidelines for the sewer reduction as used for the
garbage exemption. The low-income exemption form uses federal poverty income guidelines.
Exemptions for the elderly are for single family households over the age of 65. Moved by
Hurley, seconded by Getty that residents eligible for a garbage exemption have their sewer bills
reduced by 14.5 percent of the total sewer bill. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for Assistant City Engineer and
Associate Engineer to attend 39th Annual Concrete Paving Workshop in Des Moines, Iowa on
February 5-7, 2003, with costs not to exceed $425.00, be approved. Ayes: Three. Motion
carried.
Moved by Getty, seconded by Hurley that a travel request for two Electricians to attend Brown
Traffic Products Annual Training in Davenport, Iowa on January 27-30, 2003, with costs not to
exceed $338.00 per person,be approved. Ayes: Three. Motion carried.
