Moved by Hurley, seconded by Getty that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the Minutes of December 16, 2002, as proposed, be approved. Ayes: Three. Motion carried. The request of the Leisure Services Director for authorization to install play structure at Prairie Grove Park at a cost of$46,097.00 was reviewed. The cost includes the price for the equipment and installation. Funds are available in the Park Improvement Fund. The following proposals were received from five playground consultants: Bidder Bid Amount Gametime Recreation Concepts $40,000.00 Landscape Structures - Outdoor Recreation $40,000.00 Little Tikes - Premier Playground $39,800.00 Miracle - Gazaway & Associates $39,920.00 Park Structure - Midwest Sales (1) $41,673.75 (2) $40,168.75 The proposals were presented to the Park Improvement Committee for review at their November 22, 2002 meeting. At that time, the committee recommended the play structure from Miracle - Gazaway & Associates. The committee also requested minor changes on the structure and inclusion of freestanding climbers bringing the total cost to $46,097.00. Moved by Getty, seconded by Hurley that said request be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Superintendent of Central Garage for authorization to purchase additional 2003 Chevrolet Malibu from Rydell Chevrolet at a cost of$14,898.00 to be used by Planning and Zoning be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the request of the Fire Chief for authorization to sell two 1992 Caprices and one 1992 Ford Tempo be approved. Ayes: Three. Motion carried. The request of the City Clerk to purchase terrorism coverage for city property from Travelers at a cost of$2,874.00 was reviewed. Frank Dowie, from PDCM, explained the new coverage. The Terrorism Risk Insurance Act of 2002 was signed into law by President Bush on November 26, 2002. The Act has temporarily suspended Terrorism Exclusions form all applicable insurance policies. Under the Act, any insurer doing business in the U.S. shall make available coverage for terrorists acts, including comparable coverage terms and limits. Insurance carriers must notify the insured within 90 days of enactment of additional premiums that will be required for terrorism coverage on a continuing basis. After notification of the quotation, the insured has 30 days to pay the premiums in full to bind the coverage, sign a formal waiver of coverage or allow the quotation to lapse by not responding to the quotation which allows the insurer to a add a new exclusion to the policy. It was the recommendation of Mr. Dowie that the city purchase the terrorism coverage. Moved by Hurley, seconded by Getty that said request be approved. Ayes: Three. Motion carried. A proposal for reduction of sewer fees for low-income and elderly residents was presented by the City Clerk. It was the suggestion of the City Clerk that all persons eligible for a garbage exemption also be eligible for a reduction in their sewer bills. It is estimated that the new sewer fees will increase the average household sewer bill by $2.40 per month. The city could use the same guidelines for the sewer reduction as we use for the garbage exemption. The low-income exemption form uses federal poverty income guidelines. Exemptions for the elderly are for single family households over the age of 65. Moved by Getty, seconded by Hurley that the request of the Superintendent of Waste Management Services for pre-authorization to expend $1,616.30 to repair mixer be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the request of the Building Official/Maintenance Administrator for authorization to transfer $40,000.00 from Line Item 2152 (City Hall Building Improvement) to Line Item 2132 (Swimming Pool Improvements); $10,000.00 from Line Item 2152 (Library Improvements) to Line Item 2132 (Swimming Pool Improvements); $15,000.00 from Line Item 2152 (Cultural & Arts Improvements) to Line Item 2132 (Swimming Pool Improvements)be approved.
