Moved by Getty, seconded by Hurley that the Agenda, as amended to add travel request for Director of Cultural &Arts Commission, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the Minutes of November 12, 2002, as proposed, be approved. Ayes: Three. Motion carried. The request of the City Clerk for authorization to lease a postage machine at a cost of$505.00 per month for 60 months was reviewed. The city currently contracts with Black Hawk County to provide mail service at a cost of $8,000.00 per year. Black Hawk County has decided to privatize the mail service, and IKON has quoted a price of$16,666.00 per year to provide this service to the city, which is an increase of $8,666.00 per year. The following quotes for a postage machine were reviewed: Bidder Rid Amount Pitney Bowes $505.00 per month Copy Systems, Inc. $479.35 per month Both proposals are for a 60 month lease. Pitney Bowes quoted a DM800 mail system which includes Weigh-on-the-Way technology which allows mixed weighted mail to automatically run through the machine in a single operation. Copy Systems, Inc. quoted a Hasler Power Post machine which does not have the capability to automatically weigh different weighted mail. The city will continue the services of PSI Group, who will pick up the mail at City Hall and sort the mail at a cost of$10.00 per day or $2,600.00 per year (260 working days). City Clerk staff will operate the postage machine and make sure all mail has proper postage. It was the recommendation of the City Clerk that the bid from Pitney Bowes for a DM800 mail system at a cost of $505.00 per month be accepted. Moved by Getty, seconded by Hurley that the request of the Fire Chief for authorization to purchase an electronic subscription for the NPFA resource manual at a cost of $1,444.50 be approved. Ayes: Three. Motion carried. The request of the City Engineer for authorization to purchase a copy machine at a cost of $11,775.00 and an extra paper deck at a cost of$1,487.00 was reviewed. The City Engineer is using the bids received for the new Clerk/Finance and Police Departments copy machines. The copy machine in the Engineering Department is also used by Building Inspection, Planning and Zoning, MIS and Personnel Departments. The City Engineer is requesting to purchase the same copy machine as the Clerk/Finance and Police Departments, which is the Canon IR6000 from Advanced Systems, Inc. for $11,775.00. The copy machine meets all of the specifications required by the Engineering Department, and Advanced Systems, Inc. is a local company that provides excellent customer service. The City Engineer is requesting to purchase the extra paper deck for the copy machine at a cost of$1,487.00. Moved by Getty, seconded by Hurley that said request be approved. Ayes: Three. Moved by Getty, seconded by Hurley that a travel request for Director of Cultural & Arts Commission to meet with curators in West Lafayette, Indiana and Chicago, Illinois on November 25-27, 2002, with costs not to exceed$428.00, be approved. Moved by Hurley, seconded by Getty that the request of the Police Chief for pre-authorization to expend $2,935.00, plus shipping, to purchase duty holsters, single magazine pouches, single cuff cases and outer belts be approved.
