Chairperson Jordan called the meeting to order at 4:38 p.m.
Members present: Chairperson Jordan, Hurley, Getty.
Moved by Getty, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Getty, seconded by Hurley that the Minutes of October 7, 2002, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for Assistant City Planner and Senior
Planner to attend Current Issues in Subdivision Annexation and Zoning Law Seminar in Des
Moines, Iowa on December 18, 2002, with costs not to exceed $275.00 each, be approved. Ayes:
Three. Motion carried.
Moved by Hurley, seconded by Getty that a travel request for Chief Financial Officer to attend
Iowa League GASB 34 Roundtable and Iowa Municipal Finance Officer's Association fall
meeting in Des Moines, Iowa on October 23-24, 2002, with costs not to exceed $237.60, be
approved. Ayes: Three. Motion carried.
The Calendar Year 2003 Garbage Exemption Application Forms were reviewed. The City
Clerk's office updates the garbage exemptions forms annually for low-income households and
private haulers. The low income exemptions use federal poverty income guidelines. Persons
meeting 50 percent of the federal poverty level pay either $2.00 per month for one or two
member households or $3.25 per month for large households. Persons having annual incomes
between 50 percent and 100 percent of federal poverty guidelines pay a monthly fee of$5.00 per
household per month. The annual income guidelines have been adjusted to reflect the new
federal levels for 2003. Garbage exemptions for elderly are for single family households over
age 65. Those persons with incomes of less than $12,500.00 per year pay $2.00 per month and
those persons with incomes between $12,501.00 and $15,000.00 per year pay $5.00 per month.
The total amount of loss income for all garbage exemptions for the past year was $62,269.00.
Councilperson Hurley asked that the applicants be required to provide a copy of last year's tax
return and/or a copy of last year's social security statement. Moved by Getty, seconded by
Hurley that the Calendar Year 2003 Garage Exemptions Forms be approved, with the
requirement to provide a tax return and/or a copy of the social security statement. Ayes: Three.
Motion carried.
Moved by Hurley, seconded by Getty that the request of the Superintendent of Central Garage
for pre-authorization to expend $2,180.00 to purchase two brake drums for garbage truck be
approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the City Clerk for pre-authorization to
expend $1,166.00 to renew Media 100 Platinum Plus Warranty/Support for Public Access Studio
equipment be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Executive Director of Human Rights
for pre-authorization to expend $10,990.0 to pay for 5th Annual Conference on Race to be held
November 15, 2002 at Hawkeye Community College be approved. Ayes: Three. Motion
carried.
Moved by Getty, seconded by Hurley that the request of the Leisure Services Director for pre-
authorization to expend $4,475.00, plus other damages to pay for labor and parts to repair John
Deere tractor, with any additional costs brought back to the Finance Committee, be approved.
Ayes: Three. Motion carried.
