Moved by Getty, seconded by Hurley that the Minutes of September 23, 2002, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to purchase a Mobile Vision System 7 In-Car
Video System at a cost of $3,650.00, plus $102.00 shipping was reviewed. In June 2002 the
Police Department was awarded a grant in the amount of$13,000.00 from the Governor's Traffic
Safety Bureau. Included in the grant award is $4,000.00 for the purchase of an in-car
audio/video recording system. A quote has been obtained from Mobile Vision in the amount of
$3,650.00 for a System 7 In-Car Video System with overhead console and attachments for
installation. Mobile Vision is the manufacturer of the Police Department's present in-car system.
It was the recommendation of the Police Chief to continue to utilize the Mobile Vision System
as the components are compatible and interchangeable with each other and can be moved from
vehicle to vehicle as needed. As required by federal rules, the camera must be in hand by the end
of the fiscal year, September 30, 2002, or funding for the camera will be lost. Therefore, the
camera will be shipped overnight at an additional cost of$102.00. Moved by Hurley, seconded
by Getty that said request be approved. Ayes: Three. Motion carried.
The request of the Neighborhood Services Coordinator for approval of cost not to exceed
$1,000.00 to hold Building Community in the Midst of Diversity Conference on October 25-26,
2002 was reviewed. In cooperation with the UNI Community Outreach Partnership Center,
Neighborhood Services is planning a two-day community conference that will seek to help create
a positive atmosphere in neighborhoods and communities, enabling people to work together
toward common goals. The conference speaker is Dr. Juan C. Moreno, Diversity and Inclusion
Specialist from the University of Minnesota Extension Office. UNI has committed to cover the
majority of costs for Dr. Moreno, leaving Neighborhood Services to cover the remaining costs of
$969.00. Community Development Block Grant funds will be used to pay for these costs. An
account will need to be set up to collect the conference registration fee. Moved by Getty,
seconded by Hurley that said request be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Fire Chief for authorization to
amend approval of installation of opticom system at West 4th and Ansborough to West 4th and
Ridgeway at a cost of$2,254.00 be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for Housing Authority Director and
two Housing Coordinators to attend NAHRO Conference in West Des Moines, Iowa on October
16-18, 2002,with costs not to exceed$1,023.00,be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for two Police Investigators to travel
to Chicago, Illinois on September 26-28, 2002 to investigate homicide, with costs not to exceed
$880.00,be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for City Planner and two Associate
Planners to attend Brownfields 2002 Convention in Charlotte, North Carolina on November 12-
15, 2002, with costs not to exceed$3,475.50,be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that a travel request for two Associate Planners to attend
U.S. EPA Region 7 Fourth Annual Brownfields All-Pilots Forum in Wichita, Kansas on October
9-11, 2002,with costs not to exceed $830.00, be approved. Ayes: Three. Motion carried.
