Moved by Getty, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that the Minutes of June 10, 2002, as proposed, be approved. Ayes: Three. Motion carried. The following bids received for roof replacement projects at the Waterloo Airport were reviewed: Pries Service Roofing Roofing FBO Maintenance Shop - Lower Two Roofs Areas $25,900.00 $34,257.00 FBO Maintenance Shop - Upper Roof Area $44,600.00 $51,875.00 Fire Station $22,400.00 $31,093.00 Aircraft Maintenance Shop/Office (McCandless) $58,600.00 $95,520.00 Rental Car Wash Facility $24,350.00 $28,680.00 It was the recommendation of the Airport Board that the low bid from Pries Roofing for replacement of the FBO Maintenance Shop - Lower Two Roof areas in the amount of$25,900.00 and the Fire Station roof in the amount of$22,400.00 be accepted. Councilperson Getty asked who looked at the roofs, and Kim Bakker, Assistant Director of Aviation, responded that the roofs were looked at internally. Councilperson Berry asked if there was a reason why the Building Official/Maintenance Administrator was not involved in this project. Ms. Bakker responded that the roofs have been on the list for replacement since 2001, and that the contractors looked at the roofs. Lou Cutwright, Building Official/Maintenance Administrator, stated that he did not assess the roof replacement project, but he would review the bids. In response to a question from Councilperson Jordan, Mr. Cutwright stated it would be beneficial for him to be involved in any process pertaining to city buildings. Councilperson Greenwood stated he feels that in the future any roofing jobs should be included under one bid as Mr. Cutwright did for the city buildings roofing project. Moved by Getty, seconded by Hurley that said recommendation of the Waterloo Airport be approved. Ayes: Three. Motion carried. The request of Main Street Waterloo for FY02 general fund allocation in the amount of $20,000.00 was reviewed. Terry Poe-Buschkamp, Main Street Waterloo Director, reported that in the past they have received the city's contribution quarterly. Main Street Waterloo has budgeted for this financial assistance and would like to receive the $20,000.00 from the city from FY 2002 Budget by the end of the fiscal year on June 30, 2002. Almost all Main Street programs in the nation receive funding support from city government. Typically, public sector financial support is committed from general funds. The pass-through of the special taxation that property owners in the downtown area pay to Main Street (SSMID) does not represent a public contribution. Councilperson Hurley stated that in the future organizations that receive funds from the city should take the low bids on project unless there is a rational reasoning why the low bid is not accepted. Moved by Hurley, seconded by Getty that said request from Main Street Waterloo for FY02 general fund allocation in the amount of $20,000.00 be approved. Ayes: Three. Motion carried. The request of the Fire Chief for authorization to create a web site for the Fire Pals Program at a cost of$7,500.00 was reviewed. Lou Ball explained how the web site will be created and what will be on the web site. Moved by Getty, seconded by Hurley that said request be approved. Ayes: Three. Motion carried.
