Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Two.
Absent: Hurley. Motion carried.
Moved by Getty, seconded by Jordan that the Minutes of April 29, 2002, as proposed, be
approved. Ayes: Two. Absent: Hurley. Motion carried.
The following bids received for chassis and snow/salt/sand equipment were reviewed:

Eddy Walker $28,839.00
Stuber Truck Sales was not recommended as they did not follow bid guidelines to have
equipment bid approved as approved equal prior to bidding. Eddy Walker was not an acceptable
bid as they had too many deviations to the specifications.
Gary Stuber stated he did not feel there was ample time for him to get pre-approval. Mr. Stuber
stated his dump box bid met the criteria and everything met specifications. Mr. Stuber stated he
is concerned he will never be able to meet the specifications as his company is not large enough.
It was the recommendation of the Superintendent of Central Garage that the bid from Cedar
Valley Freightliner in the amount of $45,922.00 be accepted for the chassis and the bid from
Trans Iowa Equipment in the amount of$29,700.00 be accepted for the dump body, plow and
salt/sand spreader. Moved by Getty, seconded by Jordan that said recommendation he approved.

The following bids received for a police canine were reviewed:

Vohn Liche Kennels $4,250.00 - Option 1: Untitled Dog
$5,250.00 - Option 2: Titled Dog
When the Police Department selects a dog, the department sends Sergeant Chapman, the trainer
and assigned dog handler, to the kennel to hand test and select a dog. Until that time, the Police
Department will not be certain if the dog selected will be an untitled dog (not trained) or a titled
dog (trained). The last two dogs were untitled and were trained by Sergeant Chapman. Actual
costs will be determined at a later date. It is the Police Chief's recommendation that the only bid
received be accepted and depending on the dog selected, the expenditure not exceed $5,250.00,
plus approximately $253.00 in equipment for the dog that will be purchased when the dog is
selected. Funding for the purchase of the dog and equipment is available in the Police
Department's Canine Trust Fund. Moved by Getty, seconded by Jordan that the bid received
from Vohn Liche Kennels be approved and the Police Chief be authorized to purchase a police

Moved by Getty, seconded by Jordan that a travel request for Medical Supervisor to attend
Management of Emergency Medical Service Class in Emmitsburg, Maryland on June 2-14,
2002, with costs not to exceed $192.00, be approved. Ayes: Two. Absent: Hurley. Motion
carried.
Moved by Getty, seconded by Jordan that the request of the Superintendent of Waste
Management Services for pre-authorization to expend $7,065.00 to purchase replacement parts
for PLC network components be approved. Ayes: Two. Absent: Hurley. Motion carried.
Moved by Getty, seconded by Jordan that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $1,386.00 for freon for air conditioning units at the
Five Sullivan Brothers Convention Center, Library and Culture & Arts Center be approved.

Moved by Getty, seconded by Jordan that the request of the City Clerk for pre-authorization to
expend $2,490.00 to purchase 30,000 white/green carbonless meter violation tickets be approved.
Ayes: Two. Absent: Hurley. Motion carried.
Moved by Jordan, seconded by Getty that Bills Payment, as contained in Schedule AP640, dated
May 6, 2002, pp. 1-90, in the amount of$1,257,643.56, be received, placed on file and approved
and forwarded to the full council for approval. Ayes: Two. Absent: Hurley. Motion carried.
