Moved by Getty, seconded by Jordan that the Agenda, as proposed, be approved. Ayes: Two.
Absent: Hurley. Motion carried.
Moved by Getty, seconded by Jordan that the Minutes of March 18, 2002, as proposed, be
approved. Ayes: Two. Absent: Hurley. Motion carried.
Moved by Getty, seconded by Jordan that the request of the Superintendent of Streets for
authorization to jointly seek bids for rock salt with the Iowa Department of Transportation be
approved.
Prior to a vote on the above motion, the following comments were heard.
Steve Decker, Superintendent of Streets, stated that the Iowa Department of Transportation will
accept the low bid and submit their recommendation of award of contract to the State.
Following comments a vote was taken on the above motion with the following result. Ayes:
Two. Absent: Hurley. Motion carried.
The request of the Fire Chief for authorization to purchase software for Fire Rescue and EMS
reporting at a cost of$4,038.33 was reviewed. Ned DeBerg, Fire Chief, stated that the upgraded
version will allow the other stations to be networked with Fire Headquarters. Chief DeBerg
stated he would like to defer payment of $1,038.33 of the $4,038.33 until after July 1, 2002.
Michelle Weidner, Chief Financial Officer, stated that purchase of the software will be booked as
an asset and expense in the F.Y. 2002 Budget, and the downside to deferring part of the payment
to F.Y. 2003 is that the Fire Department is committing to expenditures that are not budgeted in
F.Y. 2003. Moved by Getty, seconded by Jordan that said request be approved. Ayes: Two.
Absent: Hurley. Motion carried.
The Line-Item Budget Control Policy was reviewed. The suggested revisions allow line-item
amendments that reduce an expense or revenue budget line and increase another to be approved
by the Finance Department only. Line-item amendments that request using contingency expense
accounts, increase revenue in order to also increase expenses and that use fund balance to offset
expenditures in amounts exceeding $1,000 would continue to require approval by the Finance
Committee. Moved by Getty, seconded by Jordan that the Line-Item Budget Control Policy be
approved and forwarded to the full council for approval. Ayes: Two. Absent: Hurley. Motion
carried.
Moved by Getty, seconded by Jordan that a travel request for the Building Official/Maintenance
Administrator to attend ADA Symposium and Expo 2002 in Kansas City, Missouri on May 6-9,
2002, with costs not to exceed $820.00, be approved.
Prior to a vote on the above motion, the following comments were heard.
Lou Cutwright, Building Official, stated that as ADA Coordinator for the city he needs to stay
current on the changes and updates to the Americans with Disabilities Act. The Department of
Justice is fining cities that are not enforcing the law. In answer to a question from Councilperson
Getty, Mr. Cutwright reported that he has not asked Black Hawk County to pay for part of the
costs for attending the seminar.
