Moved by Getty, seconded by Hurley that the Minutes of March 11, 2002, as proposed, be approved. Ayes: Three. Motion carried. The following bids received for oil distributor and chassis were reviewed: Bidder Rid Amount Rexco Equipment Did not meet specifications James W. Bell $88,807.00 James W. Bell (Secondary Bid) Did not meet specifications J.D. Etnyre $97,750.00 J.D. Etnyre (Secondary Bid) Did not meet specifications It was the recommendation of the Superintendent of Central Garage that the low bid from James W. Bell in the amount of$88,807.00 be accepted. Moved by Hurley, seconded by Getty that said recommendation be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Fire Chief for approval of emergency repairs on Engine #305 at a cost of$1,505.24 be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Fire Chief for authorization to test aerial apparatus at a cost of$1,500.00 be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Hurley that a travel request for Manager of Rehabilitation Services to attend the Iowa NAHRO Spring Conference Seminar in Marshalltown, Iowa on April 18, 2002, with costs not to exceed $130.00, with costs to be reimbursed, be approved. Moved by Getty, seconded by Hurley that a travel request for Community Development Director and Community Development Coordinator to attend HUD Environmental Training in Des Moines, Iowa on April 8-10, 2002, with costs not to exceed $291.00 each, with costs to be reimbursed, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Jordan that a garbage refund in the amount of$528.00 for 1310 West 2"d Street be approved. Ayes: Two. Nays: Getty. Motion carried. Councilperson Getty stated that he would like to discuss the garbage and sewer refund policy as he has a problem refunding for so many years. Councilperson Getty stated the former policy allowed refunding for only six months. Moved by Getty, seconded by Hurley that a travel request for Executive Director, Fair Housing Coordinator and two past Human Rights Commissioners to attend Regional Executive Council Conference on Human Rights in Kansas City, Missouri on April 2-5, 2002, with costs not to exceed $2,003.00, be approved. Prior to a vote on the above motion, the following comments were heard. Councilperson Getty asked why we would send two former commissioners. Walter Reed, Executive Director of Human Rights Commission, stated the work shop was requested by HUD. Prior to a vote on the above motion, the following comments were heard. Councilperson Getty stated he has no problems with emergencies. Councilperson Hurley stated that he does not recall in the past eight weeks that the Finance Committee has ever said no to a pre-authorization request, and the requests are always well documented. Councilperson Berry stated she trusts the department heads to do their jobs, and she sees nothing wrong with $2,500. The department heads know their jobs. Following comments a vote was taken on the above motion with the following result. Ayes: Two. Nays: Hurley. Motion carried. Moved by Getty, seconded by Hurley that a travel request for Fire Instructor to teach class for Alliant Energy in Portage, Wisconsin on March 18-19, 2002, with costs not to exceed $345.00, with costs to be reimbursed, be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Police Chief for pre-authorization to expend $1,595.71 for microfilming of police records be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Police Chief for pre-authorization to expend $549.11 for radio equipment cable for police vehicle #829 be approved. Ayes: Three. Motion carried. Moved by Hurley, seconded by Getty that the request of the Director of Human Rights Commission for pre-authorization to expend $2,003.00 for Executive Director, Fair Housing Coordinator and two past Human Rights Commissioners to attend Regional Executive Council Conference on Human Rights in Kansas City, Missouri on April 2-5, 2002, be approved. Moved by Getty, seconded by Hurley that the request of the Leisure Services Director for pre- authorization to expend $5,101.20 for top dressing for golf course tees and greens be approved. Moved by Hurley, seconded by Getty that the request of the Superintendent of Waste Management Services for pre-authorization to expend $4,425.00 to purchase 100, 65-gallon garbage carts be approved. Moved by Getty, seconded by Hurley that the request of the Building Official/Maintenance Administrator for pre-authorization to expend $1,664.00 to install a furnace and air conditioning at Fire Station No. 4 be approved. Moved by Hurley, seconded by Getty that the request of the Waterloo Housing Director for authorization to transfer $700.00 from Line Item 1710 (Claims & Contingency) to Line Item 1361 (Real Property; $3,000.00 from Line Item 1710 (Claims & Contingency) to Line Item 1371 (Building Maintenance) be approved.
