Moved by Getty, seconded by Hurley that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Hurley, seconded by Getty that the Minutes of March 4, 2002, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Police Chief for authorization to sell 91 old bulletproof vests for $523.25 was
reviewed. The Police Department has been replacing bulletproof vests through a grant with the
Department of Justice, which is a 50 percent reimbursement grant. The department presently has
91 vests that have been replaced and needs to dispose of the old vests. A company has been
located in Miami, Florida, PACORP, which will purchase the vests from the city for $5.75 each,
for a total of $523.25. PACORP will pay for shipping and handling costs. PACORP
redistributes the vests to law enforcement agencies in third world countries. The Police Chief is
further requesting that the funds received from the sale of the vests be applied to offset the 50
percent match of future vest purchases. Moved by Hurley, seconded by Getty that said request
be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Building Official/Maintenance
Administrator for pre-authorization to expend $627.80 for rental of scissors lift be approved.
Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Director of Cultural & Arts
Commission for pre-authorization to expend $1,218.00 for mounting of large beaded and
sequined Haitian banner be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre-
authorization to expend $1,211.65 for 250 ft. rolls of Polyethylene yellow fence cap for the
Straub and Summitt ball diamonds be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Leisure Services Director for pre-
authorization to expend $5,840.00 for sixteen picnic tables for the South Hills and Warren
Memorial golf courses be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Superintendent of Central Garage
for pre-authorization to expend $1,293.50 for conveyor sub assembly frame for an Elgin street
sweeper be approved. Ayes: Three. Motion carried.
Moved by Hurley, seconded by Getty that the request of the Superintendent of Traffic Operations
for pre-authorization to expend $1,876.57 for repair of HyRanger truck be approved. Ayes:
Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Leisure Services Director for
authorization to transfer $300.00 from Line Item 1344 (Telephone) to Line Item 1343 (Postage);
$800.00 from Line Item 1315 (Training) to Line Item 1566 (Optimist); $1,000.00 from Line Item
1400 (Utilities) to Line Item 1566 (Optimist) in the Sports Budget be approved. Ayes: Three.

authorization to transfer $400.00 from Line Item 1513 (Chemicals) to Line Item 1555
(Equipment/Tools); $600.00 from Line Item 1581 (Paint Supplies) to Line Item 1569 (Vehicle
Parts) in the Golf Budget be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Hurley that the request of the Police Chief for authorization to
increase Line Item 1325 (Crime Prevention) and Line Item 3361 (State Grants) in the amount of
$885.00; increase Line Item 1346 (Travel-Training) and Line Item 3361 (State Grants) in the
amount of$1,000.00 be approved. Ayes: Three. Motion carried.
