Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Jordan, seconded by Gronen that the Minutes of December 3, 2001, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Gronen, seconded by Jordan that funding for Cedar Valley
Economic Development in the amount of $45,000.00 for fiscal year ending June 30, 2002 be
approved. Ayes: Three. Motion carried.

The request of the Associate Engineer for authorization to purchase replacement trench plate
covers for the Park Avenue Bridge at a cost of$1,400.00 was reviewed. The trenches on the
bridge are covered unless floodwaters threaten the bridge. The covers are then removed and
panels are placed in the trenches to keep floodwaters from flowing into the downtown area.
Through the years these covers have been broken or lost and replacements are needed. The cost
for the replacement covers is $1,400.00 and will be paid for out of the flood control budget.
Moved by Jordan, seconded by Gronen that said request be approved. Ayes: Three. Motion
carried.
The Garbage and Sewer Refund Policy was reviewed. The current policy allows a refund to each
account holder that amount which has been overcharged and paid for garbage and/or sewer
services for a period not to exceed one hundred eighty days. Councilperson Jordan stated he has
a problem with the city keeping the fees when we are not providing the services. Councilperson
Jordan stated he would like the city to look at the refund requests on a case-by-case basis.
Councilperson Anders stated rather than a standard, he would like each garbage and sewer refund
request to be reviewed on personal merits. Councilperson Anders stated that perhaps the garbage
refund could remain at six months, but with sewer we need to look at all the information, and if
the property is not using city sewer services, we should refund the entire amount. Councilperson
Murphy asked how far back should the city refund, and that he feels customers have an
obligation to make sure their bills are correct. Councilperson Murphy stated he did not want to
refund back forever. Councilperson Jordan stated with the six month policy citizens don't want
to fight back so they don't complain. Moved by Jordan, seconded by Gronen that the current
Garbage and Seweis Refund Policy be eliminated and each request be reviewed on a case-by-case
basis. Ayes: Three. Motion carried.
The request of Main Street Waterloo for hotel/motel discretionary funds in the amount of
$5,000.00 for sponsorship of Downtown Lights The Night Parade was reviewed. "Downtown
Lights the Night" is the major event for the Christmas season in downtown Waterloo and has
grown from a parade to a holiday festival. This year's event was held on December 1, 2001.
This year's event included children's activities, sleigh rides and costumed characters. In
cooperation with the YWCA, the Veterans Memorial Hall and downtown retailers, there were
retail open houses and numerous children's activities celebrating holiday traditions from around
the world. This year a new lighted float was added in the form of an elf named "Loo". Main
Street Waterloo is asking the city to sponsorship the new float at a cost of$5,000.00 to cover
construction and storage of the new float and cost for storage and maintenance of the existing
illuminated sleigh.
Councilperson Jordan stated he supports the parade, but asked if the city could afford to pay this
amount. Michelle Weidner, Chief Financial Officer, stated that there is currently a balance of
about $45,000.00 in discretionary hotel/motel funds. Councilperson Anders stated he agrees
with Councilperson Jordan that this is a great parade and that it adds to our quality of life, but he
asked if the parade brings people into town to stay in our hotels and motels. Councilperson
Anders stated his fear is if we approve $5,000.00 this year, what will Main Street Waterloo ask
for next year. Councilperson Anders stated that there is nothing better than hockey, baseball and
the National Cattle Congress when it comes to putting heads on beds. Councilperson Krizek
stated that Main Street is modeling their parade of lights after an event in Peoria, Illinois where
