Members present: Chairperson Krizek, Jordan, Gronen.
Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Jordan, seconded by Gronen that the Minutes of November 19, 2001, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the request of the Fire Chief for authorization to
purchase new engine for Car 321 at a cost of$1,480.00 be approved. Ayes: Three. Motion
carried.
Moved by Gronen, seconded by Jordan that the request of the Fire Chief for authorization to
purchase sway bars at a cost of$800.00 for Medic #331 be approved. Ayes: Three. Motion
carried.
The request of the Police Chief to approve snow removal at the Police Training Center at a cost
of$80.00 each time a snow is plowed was reviewed. The Police Training Center is located on
North Elk Run Road. Woody's Landscaping provided snow removal at the training facility last
year, but they have advised the Police Department they will no longer provide snow removal this
year. The Police Department researched various snow removal providers, and they have been
able to obtain one quote for snow removal at the Police Training Center. Earnest Bennett has
provided a written quote to do snow removal a the Police Training Center at a cost of$80.00
each time a snow is plowed. Moved by Jordan, seconded by Gronen that said request be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the request of the Leisure Services Director for
authorization to seek Requests for Proposal for Skate Park equipment be approved.
Prior to a vote on the above motion, the following comments were heard.
Paul Huting Leisure Services Director, reported that the contract has been let for the concrete
portion of the skate park, and that the cost for the skate park, including equipment, is estimated
between $100,000.00 and $125,00.00. Mr. Huting stated that the skate park should be open in
late spring or early summer.
Following discussion a vote was taken on the above motion with the following result. Ayes:
Three. Motion carried.
The following bids received for a stump cutter were reviewed:

Vermeer Midwest, Inc. $26,880.00
Vermeer Sales & SVC-Iowa $25,277.00
Rayco $23,715.25
The bid from Rayco did not meet the specifications. It was the recommendation of the
Superintendent of Central Garage that the bid from Vermeer Sales & SVC-Iowa in the amount of
$25,277.00 be accepted. Moved by Jordan, seconded by Gronen that said recommendation be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that a garbage refund in the amount of$90.00 for 900
Burton Avenue be approved. Ayes: Three. Motion carried.

Moved by Gronen, seconded by Jordan that the request of the Superintendent of Waste
Management Services for pre-authorization to expend not to exceed $1,500.00 for a conveyor
belt be approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the request of the Superintendent of Waste
Management Services for pre-authorization to expend not to exceed $2,500.00 for a pump be
approved. Ayes: Three. Motion carried.
Moved by Jordan, seconded by Gronen that the request of the Acting Fire Chief for pre-
authorization to expend $2,950.00 for a multimedia projector be approved. Ayes: Three.
Motion carried.
Moved by Gronen, seconded by Jordan that the request of the Leisure Services Director for pre-
authorization to expend $1,166.40 to purchase basketball jersey for the 6th Grade Basketball
Program be approved. Ayes: Three. Motion carried.
Moved by Jordan, seconded by Gronen that the request of the Superintendent of Waste
Management Services for authorization to transfer $20,000.00 from Line Item 1341 (Carriers) to
Line Item 1571 (Equipment Parts) be approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that Bills Payment, as contained in Schedule AP640, pp.
1-102, dated December 3, 2001, in the amount of$3,803,138.16, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
With no further business before the committee, it was moved by Jordan, seconded by Gronen
that the meeting be adjourned at 4:32 p.m. Ayes: Three. Motion carried.
