Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the Minutes of November 13, 2001, as proposed, be approved. Ayes: Three. Motion carried. The request of the Assistant Director of Aviation to approve an invoice in the amount of $1,800.00 for rental of barricades was re iewed. After the September 11, 2001 terrorists attacks, the Waterloo Airport was required to put in place a 300 foot perimeter barrier in order to be allowed to open the airport for operations. The barricades were rented from Service Signing, L.C. at a cost of $1,800.00. Moved by Gronen, seconded by Jordan that said request be approved. Ayes: Three. Motion carried. The request of the City Planner for authorization to use PHDEP funds in the amount of$6,360.00 for costs to purchase guns, salaries, advertising and rental of the Pavilion for the Gun Buyback Initiative was reviewed. The Waterloo Police Department, in conjunction with the Waterloo Housing Authority, will commit 100 percent or $25,000.00 of its FY2001 PHDEP grant in support of the Gun Buyback Initiative. The project should be accomplished between 2001 and 2003. The first Gun Buyback Initiative will be conducted on December 8, 2001 from 9:00 a.m. to 1:00 p.m. The remaining funds will be used for ongoing Gun Buyback Initiatives until the grant is depleted. The total cost for the Gun Buyback Initiative on December 8, 2001 will be $6,360.00, including salaries, rental of the Pavilion, advertising and purchase of guns. Moved by Gronen, seconded by Jordan that a garbage refund in the amount of$240.00 for 910 Randolph Street be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Leisure Services Director for pre- authorization to expend $1,600.00 for 22 x 33 concrete slab for bleachers at Byrnes Park Tennis Center be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Leisure Services Director for pre- authorization to expend $1,053.00 to purchase weather satellite system from DTN Turf Manager be denied. Prior to a vote on the above motion, the following comments were heard. Scott Destival stated that the weather satellite system will be used to provide weather conditions and chemical information. The equipment will improve safety for sports participants and will also cut down on wasted pesticide and herbicide applications on the golf courses and parks. Mr. Destival stated that the cost is for one year use of the system. In answer to a question from Councilperson Gronen, Mr. Destival stated that some of the information is available on the Internet, but that information is not always as up to date as the weather satellite system. Mr. Destival stated he believes the lightning protection and prediction can lower liability costs for the city. It was moved by Grronen, seconded by Jordan that the above motion be amended as follows: that the request of the Leisure Services Director for pre-authorization to expend $1,053.00 to purchase weather satellite system from DTN Turf Manager be approved for one year and the system be reviewed in late summer prior to renewal. Moved by Jordan, seconded by Gronen that the request of the MIS Manager for pre-authorization to expend $23,987.00 to purchase 21 Ghz PCs with Pentium 4 and 17" screens be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Acting Fire Chief for pre- authorization to expend $2,750.00 to purchase automated external defibrillator be approved.
