Moved by Jordan, seconded by Gronen that the Agenda, as proposed, he approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the Minutes of October 1, 2001, as proposed, be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Acting Fire Chief for authorization to purchase eight tires at an estimated cost of $1,749.88 be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Acting Fire Chief to amend the cost to purchase books for personnel attending paramedic school from $1,255.74 to a total cost of $1,134.99 be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the City Planner to approve Community Leadership Program application for Waterloo Housing Authority Director at a cost of$845.00 be approved. Prior to a vote on the above motion, the following comments were heard. Councilperson Krizek stated that she has nothing against the program,but is concerned we would be paying the application fee with public funds. Ethel Washington, Director of Waterloo Housing Authority, stated that the cost for the application will be paid from grant funds. Councilperson Berry stated this is a good program as you learn every aspect of the city, and she feels this would be beneficial for Ms. Washington. Councilperson Gronen stated that the literature speaks about scholarships being available, and Ms. Washington responded she will look into the scholarship. Ms. Washington stated that she feels as the Director that is what the training budget is set aside for. Councilperson Jordan agreed and stated if we are going to run this city we need to allow training. Councilperson Anders stated that a lot of business people in management attend this program. Councilperson Krizek asked to defer this request to see about a scholarship. Councilperson Anders stated he feels it is cold to ask for a scholarship. Councilperson Gronen asked Ms. Washington to check on the scholarship program. Following discussion a vote was taken on the above motion with the following result. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that a garbage refund in the amount of$30.00 for 1517 West Second Street be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the Calendar Year 2002 Garbage Exemption Forms be approved. Prior to a vote on the above motion, the following comments were heard. Councilperson Krizek asked if there is any guidelines for disabled persons. City Clerk Nancy Eckert responded that they could qualify either through the low-income exemption or single family households over age 65. Following comments a vote was taken on the above motion with the following result. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that a travel request for two Police Officers to attend Field Training Officer Instruction/Certification on October 21-26, 2001 in Davenport, Iowa at a cost not to exceed $1,175.00,be approved. Y g g Councilperson Krizek asked why the system is needed now that the season is ending. Mr. Huting responded that whenever we enter into the agreement, the agreement is for one year. Councilperson Anders stated that it does make sense to wait until spring and subscribe from March to March rather than October to October. Mr. Huting will ask staff what is the best time to start the system. Councilperson Gronen stated if the system does not save costs he is not in favor of this purchase. Moved by Gronen, seconded by Jordan to table for 30 days to allow staff time to gather additional information. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Superintendent of Central Garage for pre-authorization to expend not to exceed $4,400.00 to purchase a Pack manifold and hydraulic pump for an automated garbage truck be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Superintendent of Central Garage for pre-authorization to expend $4,687.80 for 65 grader blades be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Police Chief for pre-authorization to expend $2,296.13 to repair police vehicle be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Acting Fire Chief for pre- authorization to expend $135.00 for additional cost for computer and postage costs be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Director of Human Rights for pre- authorization to expend $1,100.70 for travel expenses for Human Rights Director to attend National Association of Human Rights Workers Conference in Biloxi, Mississippi be approved. Prior to a vote on the above motion, the following comments were heard. Councilperson Gronen stated that he has noticed this department has quite a lot of travel and asked how many hours of certification are required. Walter Reed, Executive Director of Human Rights, stated there are certain courses he attends each year and that there are no set number of hours required. Mr. Reed commented that this travel will be paid with general funds. Councilperson Anders stated this request looks more like a perk than a requirement. Following comments a vote was taken on the above motion with the following result. Ayes: One. Nays: Gronen, Krizek. Motion failed. Councilperson Jordan stated that the committee has approved many travel requests and asked why the no vote on this one. Councilperson Jordan commented that in fairness to Mr. Reed this is a general fund expenditure rather than grant funded. Councilperson Jordan stated that the council approved the budget with travel, and he believes this is micro-managing. Moved by Jordan, seconded by Gronen that the request of the Leisure Services Director for authorization to transfer $600.00 from Line Item 1344 (Telephone) to Line Item 1390 (Contractual Services)be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Building Official/Maintenance Administrator for authorization to increase Line Item 3800 (Misc. Revenue) and Line Item 1346 (Travel-Training) in the amount of$828.78 be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that Bills Payment, as contained in Schedule AP640, pp. 1-62, dated October 8, 2001, in the amount of $1,423,663.02, be received, placed on file and approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
