Moved by Jordan, seconded by Gronen that the Minutes of September 10, 2001, as proposed, be
approved. Ayes: Two. Absent: Krizek. Motion carried.
The request of the Superintendent of Central Garage for authorization to purchase two squad cars
at total cost of$40,204.20 was reviewed. The cars will be purchased through the state bid price,
using the state's specifications. Dewey Ford of Des Moines has the state contract. Ford Motor
will only accept orders on 2002 Models from September through December 2001, with delivery
between now and January 2002. The state bid price is $20,102.10 per car. Moved by Jordan,
seconded by Gronen that said request be approved. Ayes: Two. Absent: Krizek. Motion
carried.
Moved by Jordan, seconded by Gronen that the request of the Assistant Director of Aviation to
approve an invoice in the amount of $2,228.90 for repairs to the John Deere 7610 tractor be
approved. Ayes: Two. Absent: Krizek. Motion carried.
The request of the Police Chief for authorization to purchase 18 in-car laptop computers at a cost
of$103,644.00 was reviewed. The Police Department is requesting authorization to purchase 18
Panasonic Toughbooks at a cost of $3,686.00 each for a total of $66,348.00. The cost for
mounting hardware and installation of the laptops, scanners and printers into the vehicles is
$2,072.00 per vehicle for a total cost of$37,296.00. Total cost for the equipment and installation
is $103,644.00. The city received a Traffic Criminal Software Program grant from the Iowa
Department of Transportation in the amount of $67,332.80, which requires a city match of
$16,833.20. Black Hawk County CJIS will provide $14,311.20 toward the purchase and
installation of the equipment. Funding for the equipment is as follows:
Traffic and Criminal Software Grant $ 67,332.80
Capital Bonds $ 22,000.00

The request of the Assistant City Planner to approve registration for Senior Planner to join
Community Leadership Program at a cost of$845.00 was reviewed. The Community Leadership
Program has classes regarding leadership, economic development and problem solving. The
class educates its participants about the history and makeup of the community. Funding is
available in the Planning, Programming and Zoning Department Travel Training Budget. Moved
by Jordan, seconded by Gronen that said request be approved. Ayes: Two. Absent: Krizek.
Motion carried.
The proposed CURA application form was reviewed. The proposed form would state the
penalties for filing late on a yearly basis. The timelines for filing used on the form will somewhat
coincide with the tax year payments and will ensure that anyone filing a CURA application will
receive at least one tax bill before being ineligible for any abatements. Moved by Jordan,
seconded by Gronen that the CURA application form be approved. Ayes: Two. Absent:
Krizek. Motion carried.

Commission to attend Iowa Museums Conference and Association of Midwest Museums
Conference in Davenport, Iowa and Rockford, Illinois on October 21-26, 2001, with costs not to
exceed$640.00, be approved. Ayes: Two. Absent: Krizek. Motion carried.

Curator to attend Public Art 101 Conference in Seattle, Washington on October 2-5, 2001, with
costs not to exceed $1,707.00, be approved. Ayes: Two. Absent: Krizek. Motion carried.
Moved by Gronen, seconded by Jordan that the travel request for Acting Fire Chief to attend
Iowa Association of Professional Fire Chiefs Fall Conference in Ames, Iowa on October 30-
November 1, 2001, with costs not to exceed $164.00, be approved. Ayes: Two. Absent: Krizek.
Motion carried.
Councilperson Anders stated that some of the travel requests are for conferences and seminars,
and he does not see where that has anything to do with certification. Councilperson Anders
noted that there are $6,600.00 in travel requests on the agenda, and as a taxpayer he is concerned.
Councilperson Anders stated he feels the travel requests could be reduced by one-half or one-
third.
Moved by Gronen, seconded by Jordan that the request of Assistant City Attorney to amend
travel request for additional costs to attend International Municipals Attorneys Association
Annual Conference in New Orleans, Louisiana, be approved. Ayes: Two. Absent: Krizek.

Moved by Gronen, seconded by Jordan that the request of the Acting Fire Chief to approve the
purchase of books at a cost of$1,255.74 required for three firefighters to attend Paramedic Class
be approved. Ayes: Two. Absent: Krizek. Motion carried.
Moved by Jordan, seconded by Gronen that the request of the Police Chief for pre-authorization
to expend $1,300.00 to purchase D.A.R.E. T-shirts for students in the D.A.R.E. Program be

Moved by Jordan, seconded by Gronen that Bills Payment, as contained in Schedule AP640, pp.
1-71, in the amount of$2,036,329.35, dated September 24, 2001, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Two. Absent: Krizek. Motion
carried.
