Moved by Jordan, seconded by Gronen that the Agenda, as amended to delete Item 8 under New Business, be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the Minutes of August 6, 2001, as proposed, be approved. Ayes: Three. Motion carried. The request of the Superintendent of Streets for authorization to seek bids for treated rock salt was reviewed. The bid will be for 5,000 tons of treated rock salt for the upcoming winter season. The city will bid jointly with the City of Cedar Falls. Moved by Gronen, seconded by Jordan that said request be approved. Ayes: Three. Motion carried. The request of the Superintendent of Waste Management Services to approve Change Order No. 13 in the amount of $20,103.00 in conjunction with Waterloo Easton Avenue Water Pollution Control Facilities, Contract No. 549, was reviewed. The items in the Change Order include: relocating existing stairs and support platform at the north end of the Satellite Aeration Basin, relocating three light fixtures and conduit in the existing blower room, relocating a proposed catch basin on the north side of Easton Avenue, installation of new handrail, replacing mowing strip along the tank walls, raising an existing yard hydrant and isolation valve to match the finish grade elevation, relocating storm sewer piping near Easton Avenue, and adding a circuit breaker and motor starter to the Motor Control Center. Moved by Jordan, seconded by Gronen that said request be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Acting Fire Chief to authorize repairs to the frame on Engine 380 at a cost of$633.50 be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Acting Fire Chief for authorization to pay Shield Technology Corporation in the amount of $600.00 for DCAD Call Taker Status Monitor be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that a garbage refund in the amount of$51.00 for 810 Kern Street be approved. Ayes: Three. Motion carried. The request of the Building Official to refund a permit fee in the amount of $147.20 for 425 Reber Avenue was reviewed. Two permits were issued for window replacement at 425 Reber Avenue, but only one permit was necessary. The June permit had a double fee put on it because the project was started before the permit was issued. The homeowner insisted that he did not know a permit was needed for the roofing work. The Building Official is recommending that the double fee and the portion of the permit that was for the windows be refunded. The total amount to be refunded is $147.20. Moved by Jordan, seconded by Gronen that a travel request for police sergeant to attend ASP Baton Instructor Recertification Course in Johnston, Iowa on September 10, 2001, with costs not to exceed $55.00, be approved. Moved by Jordan, seconded by Gronen that a travel request for two police officers to attend Standardized Field Sobriety Testing Instructor School in Johnston, Iowa on August 19-23, 2001, with costs not to exceed $219.10, be approved. Moved by Gronen, seconded by Jordan that a travel request for two Haz Mat Team Members to do walk though of Grinnell College in Grinnell, Iowa on August 9, 2001, with costs not to exceed $50.00, be approved.
