Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Jordan, seconded by Gronen that the Minutes of June 25, 2001, as proposed, be
approved. Ayes: Three. Motion carried.
The following bids received to repair the garage at 1826 Robinson Road were reviewed:

A guest of the tenant at 1826 Robinson Road left his car running, and the car somehow shifted
into gear and ran into the rear of the garage. The cost for the repairs will be funded from the
Ridgeway Towers budget, with the tenant reimbursing the Waterloo Housing Authority. It was
the recommendation of the City Planner that the low bid from Brothers Construction Enterp. Inc.
in the amount of $1,063.00 be accepted. Moved by Gronen, seconded by Jordan that said
recommendation be approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to continue with the Opticom Traffic Control
System for the intersections along the Mullan and Logan corridor, Broadway from Park Road to
Parker Street and portions of West Mullan Avenue at a cost of$20,000.00 was reviewed. There
is $40,000.00 presently budgeted in the Capital Improvement Program for Fiscal Year 2002. The
Fire Department would like to proceed in two phases. The first phase will be approximately
$20,000.00 worth of upgrades and then re-evaluate the capital improvement needs for the rest of
the year. The intersections would be along the Mullan and Logan corridor, Broadway from Park
Road to Parker Street and portions of West Mullan Avenue. Moved by Jordan, seconded by
Gronen that said request be approved. Ayes: Three. Motion carried.
The request of the Fairview Cemetery Board for subsidy payment in the amount of$25,000.00
was reviewed. The city has budgeted $25,000.00 in the FY 2002 Budget to subsidize Fairview
Cemetery. Bob Brown, President of the Fairview Cemetery Board, stated that the cemetery has
more expenses in the Summer due to the mowing and maintenance of the cemetery. Mr. Brown
reported the cemetery currently has $13,000.00 funds available for the operation of the cemetery.
Mr. Brown will notify the city when the Fairview Cemetery Board needs to have some of the
funding. Moved by Gronen, seconded by Jordan that said request be approved. Ayes: Three.
Motion carried.
The request of the Facilities Maintenance Supervisor for authorization to replace the 10 ton AC
compressor serving the upper level of the east wing of the Waterloo Center For The Arts building
at an installed cost not to exceed $5,000.00 was reviewed. The AC compressor serving the upper
level of the east wing of the Waterloo Center For The Arts has failed, and there is no cooling for
this area. Both valve heads are bad and repair costs nearly equal full compressor replacement
costs at approximately $5,500.00. The Facilities Maintenance Supervisor is recommending direct
replacement with a Trane commercial 1463 compressor. Funds were included in the FY02 GO
Bond program for the unit. Moved by Jordan, seconded by Gronen that said request be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the travel request for Fire Chief to attend 2001
Missouri Valley Fire Chiefs Conference in Casper, Wyoming on July 9-13, 2001 at a cost of
$450.00 be approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the travel request for Cultural & Arts Business &
Marketing Manager to attend annual Eastern Iowa Tourism Association meeting in Cedar Rapids,
Iowa, on July 11, 2001 at a cost of$30.00 be approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the travel request for Chief Financial Officer to attend
Performance Measurement I continuing education class in Minneapolis, Minnesota on July 23-25,
2001 at a cost of$975.00 be approved. Ayes: Three. Motion carried.
