Moved by Jordan, seconded by Gronen that the Agenda, as amended to add Item 7 under New Business, be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the Minutes of May 21, 2001, as proposed, be approved. Ayes: Three. Motion carried. The request of the Fire Chief to pay green fees for Waterloo Fire Rescue Best Shot Tournament at a cost of$2,041.80 be approved. The green fees are for the tournament held at Red Carpet Golf Course. Donations that have been made to the event will cover the cost of the green fees and dinner. The total cost is $2,041.80. Moved by Gronen, seconded by Jordan that said request be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Fire Chief to purchase uniform blouses at a total cost of$6,000.00 be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Fire Chief to sell a Chevy Caprice inspection vehicle be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that a garbage refund in the amount of$240.00 for 2265 Fairway Lane be approved. Ayes: Three. Motion carried. An amendment to the Bidding Policy was reviewed. The Chief Financial Officer, City Clerk and Assistant City Attorney revised the Bidding Policy at the request of the Finance Committee. The amendment states that the city will give consideration for a locally owned business within the city if the cost and other considerations are relatively equal. Other considerations would include items such as: how long they have been in business, quality and reliability of service, reputation of the business, do they meet the specifications, etc. A list of vendors will be established and located on the city's Intranet. Moved by Gronen, seconded Jordan that said amendment to the Bidding Policy be approved and forwarded to the full council for approval. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that a travel request for Waste Management Services staff to attend IWPCA 83rd Annual Conference in Marshalltown, Iowa at a cost of $140.00 be approved. Moved by Jordan, seconded by Gronen that the request of the Fire Chief for authorization to repair broken leaf springs on Fire Apparatus 308 at cost not to exceed $4,000.00 be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Leisure Services Director for pre- authorization to expend $3,159.00 for 17 trees for the golf courses be approved. Ayes: Three. Motion carried. Moved by Gronen, seconded by Jordan that the request of the Leisure Services Director for pre- authorization to expend $6,000.00 for tile project at #10 fairway at Warren Memorial Golf Course be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Gronen that the request of the Executive Director of Human Rights Commission for pre-authorization to expend $1,035.00 for expenses for Fair Housing Conference held on April 27, 2001 be approved.
