Moved by Jordan, seconded by Gronen that the Minutes of July 24, 2000, as proposed, be approved. Ayes: Three. Motion carried. The request of the Assistant City Planner for authorization to proceed with appraisal of property located at 1400 East 4th Street at a cost of$1,200.00 was reviewed. The city has been working to acquire the property commonly known as 1400 East 4th Street for the purpose of providing an open space area and to eliminate a blighted building in an area of redevelopment. Staff sent out request for bid to three appraisal firms and received only one response. Valuation Services, Inc. submitted a bid of$1,200.00. The appraisal would be a Summary Appraisal Report format of the complete appraisal assignment as per the eminent domain guidelines. It is likely the project could go to a condemnation hearing based on the difficulty in obtaining the legal signatures to deed the property to the city. The property has numerous tax sale interest holders and other partial owners in the property. The performance of an appraisal is the first step in any possible condemnation proceeding. Moved by Jordan, seconded by Gronen that the request of the Leisure Services Director for pre- authorization to expend $3,877.02 for dram shop liquor liability insurance for the Young Arena be approved. Moved by Jordan, seconded by Gronen that the request of the Superintendent of Water Pollution/Flood Control for pre-authorization to perform asbestos/lead inspection at the Digester Complex at a cost of$980.00 be approved.
