Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Jordan, seconded by Gronen that the Minutes of July 17, 2000, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the request of the Deputy Finance Manager for
authorization to raise the city's credit card limit from the current limit of$8,000.00 to $15,000.00
be approved.
Prior to a vote on the above motion, the following comments were heard.
Many employees will be attending annual departmental conferences in the next few months, and
with airline and hotel rates continuing to increase, it is necessary to raise the limit on the credit
card. There is no additional cost for increasing the credit limit.
Councilperson Getty suggested that the city have a separate credit card for travel and one for
purchases. Tom Campbell, Deputy Finance Manager, stated that the MIS Manager will not be
ordering many computers, and only the Grout Museum uses the credit card for purchases.
Councilperson Gronen reported that he is researching using credit cards that offer frequent mile
bonuses. Mr. Campbell stated that the Public Credit Union does not offer frequent mile bonuses.
Following discussion a vote was taken on the above motion with the following result. Ayes:
Three. Motion carried.
The request of the Superintendent of Streets for authorization to seek bids for treated rock salt
was reviewed. The city will bid jointly with the City of Cedar Falls. The city will be requesting
bids for 5,000 tons of treated rock salt. Moved by Gronen, seconded by Jordan that said request
be approved. Ayes: Three. Motion carried.
The following bids received for carpet replacement for Fiscal Year 6-30-00-2002 at public
housing, Ridgeway Towers Apartments and FSS houses were reviewed:

The Waterloo Housing Authority must make ready empty apartments or houses within three to
seven days so that they are ready for new tenants to rent. If not, the Authority will lose rent
money for the project and points on the PHMAP management assessment that must be certified to
HUD annually. The routine bidding process would not allow the Housing Authority the response
time needed for the routine make ready activity. The unit replacement cost is under $1,000.00,
but due to the anticipated volume and number of different floor plans of the units involved,
establishing a cost per yard for materials and the labor rate is the solution. It was the
recommendation of the City Planner that the low bid of Town and Country be accepted for
blanket authorization for the Waterloo Housing Authority carpet replacements for Fiscal Year 6-
30-2000-2002. Moved by Jordan, seconded by Gronen that said recommendation be approved.

The appraisal contract with Valuation Services, Inc. in the amount of $400.00 per parcel for
property acquired in city construction projects was reviewed. The Building & Grounds
