Moved by Jordan, seconded by Gronen that the Agenda, as proposed, be approved. Ayes : Three. Motion carried. Moved by Jordan, seconded by Gronen that the Minutes of March 20, 2000, as proposed, be approved. Ayes : Three . Motion carried. The request of the Building Official to purchase an accessible workstation at a cost of $9, 376 . 00 for persons with disabilities was reviewed. The ADA Commission has been working with the Waterloo Public Library to correct a complaint brought against the library by a sight-impaired person. Under ADA law, the library is required to provide equal access to all patrons regardless of disability. Because of this complaint, the ADA Commission established an ad-hoc committee that has worked with the disabled community and the library to assess the need and design a workstation with access to the widest range of persons with disabilities . The station will be located in the Waterloo Public Library. It was the recommendation of the ADA Commission to approve expenditure of $9, 376 . 00 to provide an accessible workstation for persons with disabilities . The request of Thomas Anderson of Anderson & Associates to make interest only payments for the months of April through June 2000 was reviewed. After the three month period, Mr. Anderson will make his regular payment of $155 . 97 . This will allow Mr. Anderson the cash flow to make repairs and purchase tires for business equipment . Moved by Gronen, seconded by Jordan that said request be approved. Ayes : Three . Motion carried. The request of the Neighborhood Services Coordinator to approve a contract with KBBG to provide public service announcements for the months of April, May and June at a cost of $679 . 70 was reviewed. The contract includes seven 30-minute F.Y. I . Programs and 126 public service announcements . Public service announcements will be aired three times per day for 14 days in April , May and June, with the total costs not to exceed $679 . 70 . Moved by Jordan, seconded by Gronen that said request be approved. Ayes : Three. Motion carried. The following bids received for exterior building signage for Ridgeway Towers Apartments were reviewed: Bidder Rid Amount Nagel Sign $3 , 291 . 54 includes new electric to sign Hayden Sign $4 , 800 . 00 excludes new electric to sign The Housing Authority requested bids for the replacement of the exterior building signage at Ridgeway Towers . The current sign is made of wood posts and cedar siding. The wood siding has warped and been re-nailed several times . The replacement sign has maintenance free surfaces and will have lighting inside to increase visibility of the sign at night . Funding for the purchase of the sign is available from the HUD 1999 CIAP grant . It was the recommendation of the Waterloo Housing Authority that the low bid from Nagel Sign in the amount of $3 , 291 . 54 be accepted. The switcher currently being used was purchased used at a cost of $400 . 00 and does not allow the operator to switch from camera to camera. A new special effects switcher would cost approximately $6, 000 . 00 . The City Clerk stated that the used switcher has been sold. Another used switcher has been located by ECS at a cost of $3, 600 . 00, and she is requesting that the Finance Committee authorize the purchase in the amount of $3 , 600 . 00 . The 128M of RAM is for the Apple computer used at the Public Access Studio to edit programs . The Telecommunications Commission approved these purchases on March 2 , 2000 . Moved by Jordan, seconded by Gronen that the City Clerk be authorized to purchase a used special effects switcher at a cost not to exceed $3 , 600 . 00 and to purchase 128M of RAM at cost of $250 . 00 . Moved by Jordan, seconded by Gronen that the request of the Police Chief for pre-authorization to expend $1, 224 . 65 for medical services for duty injury, $57, 798 . 00 for reimbursement of Consolidated Communications Center expenses for February and March, $813 . 80 for monthly cellular phone charges, $3 , 590 . 00 for registration of two officers at training school and $1, 099 . 84 for meals for two officers at training school, be approved.
