The bid received for appraisal services for disposal parcels required as part of the Shaulis Road Reconstruction Project was reviewed. A disposal parcel is a portion of ground left over after a road project in which the city had to buy a larger portion of land for some reason. The new federal regulations stipulate that the city must survey, appraise and offer all such parcels back to the original owner after completion of the project . If the original owner does not respond within 90 days of receiving notice from the city or agree to pay appraisal cost for the parcels, the city may offer them up for bid. As the Shaulis Road account was previously closed, the city has gone forward with the surveying and appraisal of parcels that abutting property owners have expressed interest in purchasing. The city anticipates a faster turnaround in the sale of these parcels and the replenishing of the fund from which the survey and appraisal funds have originated. City staff mailed bids out to three appraisal services and received only one bid. The Senior Planner is recommending that the bid from Valuation Services Inc. for $1, 200 . 00 to proceed with the appraisal of the parcels be accepted. Moved by Gronen, seconded by Krizek that the bid from Valuation Services in the amount of $1, 200 . 00 to provide appraisal serves for disposal parcels acquired as part of the Shaulis Road Reconstruction Project be approved. Ayes : Two. Absent : Jordan. Motion carried. The request of the City Planner to. approve Gilmore and Doyle. LTD to provide mechanical/electrical engineering services for improvements for Ridgeway Towers was reviewed. The Waterloo Housing Authority received a formula CIAP grant for modernization of Public Housing property in 1999 in the amount of $89, 000 . 00 and needs to obligate the funds . Staff and tenants met to discuss the Agency Plan in January 2000 and discussed the boiler system, installation of a remote wall mounted thermostat, and a make air unit with air conditioning. The Waterloo Housing Authority is requesting approval to authorize Gilmore and Doyle, LTD to provide mechanical/electrical engineering services at a rate of $85 per hour for engineering services and $50 per hour for technician/CAD services . These services are needed to provide an evaluation of the suggested uses, generate cost estimates and produce plans and specifications as needed for competitive bidding. An estimate of 16 hours has been given for the evaluation. Moved by Gronen, seconded by Krizek that said request be approved. Ayes : Two. Absent : Jordan. Motion carried.
