Moved by Gronen, seconded by Jordan that the Agenda, as proposed,
be approved. Ayes: Three. Motion carried.
Moved by Gronen, seconded by Jordan that the Minutes of February
14, 2000, as proposed, be approved. Ayes: Three. Motion carried.
The request of the Fire Chief to approve the purchase of 4 CPR
mannequins was reviewed. The mannequins are five years old and are
deteriorating. The mannequins are used by the Fire Department for
CPR training. The total cost for the four mannequins is $585. 00.
Moved by Jordan, seconded by Gronen that the Fire Chief be
authorized to purchase four mannequins at a cost of $585.00. Ayes:
Three. Motion carried.
The request of the Assistant Director of Aviation to approve the
contract with USDA Wildlife Services to conduct a wildlife hazard
assessment at the Waterloo Airport was reviewed. The FAA is
requiring that the airport conduct the wildlife hazard assessment.
The FAA suggested that the airport use USDA Wildlife Services of
Des Moines. The cost for the contract is $5, 918. 00. The contract
was not budgeted, and the airport will use part of the funded
Airport Director' s salary to pay for the assessment. USDA Wildlife
Services will conduct a preliminary assessment to see if there is a
wildlife hazard problem at the airport and ways to prevent possible
problems. The assessment is not eligible for federal funding as it
was not included in the airport' s original budget. Councilperson
Getty requested that the airport pursue federal funding for the
assessment. Moved by Gronen, seconded by Jordan that said contract
at a cost of $5, 918 .00 with USDA Wildlife Services be approved.
Ayes: Three. Motion carried.
Moved by Jordan, seconded by Gronen that the request of the Police
Chief for pre-authorization to expend $978. 66 to microfilm police
records, $1, 351 .70 for police vehicles washed during the month of
January, and $663. 75 to pay for depositions taken in regard to a
recent homicide be approved.
Prior to a vote on the above motion, the following comments were
heard.
Police Chief Bernal Koehrsen stated that the cost for microfilming
is a monthly fee. Chief Koehrsen commented that he has instructed
his staff to wash the vehicles only once a week which will cut the
cost of washing vehicles in half.
Following comments a vote was taken on the above motion with the
following results . Ayes: Three. Motion carried.
Moved by Jordan, seconded by Gronen that the request of the Fire
Chief to expend $70. 00 for an essentials firefighting student set,
$820. 00 for essential curriculum with transparencies, and $500. 00
for additional slides for PowerPoint be approved. Ayes: Three.
Motion carried.
Moved by Jordan, seconded by Gronen that the request of the
Superintendent of Streets to transfer $30.00 from Line Item 1561
(Office Supplies) to Line Item 1391 (Dues Membership) ; $9, 000. 00
from Line Item 1513 (Chemicals) to Line Item 1540 (Janitorial
Chemicals) ; $1, 500.00 from Line Item 1112 (Salaries Part Time) to
Line Item 1549 (Lumber) ; $3, 500. 00 from Line Item 1112 (Salaries
Part Time) to Line Item 1577 (Traffic Supplies) ; $500. 00 from Line
Item 1513 (Chemicals) to Line Item 1541 (Cleaning Supplies) ;
$500. 00 from Line Item 1513 (Chemicals) to Line Item 1573 (Safety
Equipment) be approved. Ayes: Three. Motion carried.
