Moved by Jordan, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Two.
Absent: Murphy. Motion carried.
Moved by Jordan, seconded by Krizek that the Minutes of December,6, 1999, as proposed, be
approved. Ayes: Two. Absent: Murphy. Motion carried.
Moved by Jordan, seconded by Krizek that the request of Earth Tech to proceed with cleaning
four manholes and rehabilitating one manhole on the satellite interceptor at a total cost not to
exceed $4,800.00 be approved. Ayes: Two. Absent: Murphy. Motion carried.
The following bid received for truss repair on the Eighteenth Street Bridge were reviewed:
Bidder Bid Amount
Cardinal Construction, Inc. $2,150.00
The repair is necessary due to collision damage to truss on the east end of the Eighteenth Street
Bridge. It was the recommendation of the Associate Engineer that the low bid in the amount of
$2,150.00 from Cardinal Construction, Inc. be accepted. Moved by Jordan, seconded by Krizek
that said recommendation be approved.
Prior to a vote on the above motion, the following comments were heard.
Councilperson Krizek asked if the city is going to nickel and dime the repairs or should the bridge
be closed until the city gets funding. Councilperson Krizek stated that it seems there are a lot of
problems with the bridge. Councilperson Krizek suggested tabling this item to the Thursday
agenda meeting.
Councilperson Jordan stated that he agrees that he doesn't want to waste money, but he feels the
city has an obligation to keep the bridge open.
Dennis Gentz, Assistant City Engineer, stated that the city is looking for funding to replace the
bridge. This item is to repair damage caused to the trusses when trucks hit it. Mr. Gentz stated
that businesses would not like it if the city closes the bridge.
Councilperson Getty stated that he is concerned with spending any money until we know if the
bridge is safe.
Jim Ellis, Associate Engineer, reported that a study will be done on the bridge. If the study
reports the bridge is safe, we can do the repairs and open the bridge to traffic.
Councilperson Krizek asked if there should be a truck embargo placed on the bridge. Mr. Ellis
stated that the bridge is a sound bridge.
Councilperson Krizek stated that she would like to amend the motion to make the repairs if Earth
Tech's study reports the bridge is safe.
A vote was taken on the above motion, with the amendment to proceed with repairs if study
reports the bridge is safe. Ayes: Two. Absent: Murphy. Motion carried.
The request of the City Planner to approve contract with Nan McKay and Associates to conduct
Occupancy Certification test in Waterloo at a cost of$5,900.00 plus $73.00 for materials for each
participant was reviewed. The Section 8 Certificate and Housing Voucher Programs were
