Moved by Krizek, seconded by Murphy that the Agenda, as proposed, be approved. Ayes: Two. Absent: Jordan. Motion carried. Moved by Krizek, seconded by Murphy that the Minutes of November 15, 1999, as proposed, be approved. Ayes: Two. Absent: Jordan. Motion carried. The request of the Assistant Aviation Director to approve an invoice from K & W Electric, Inc. in the amount of$1,542.50 for repairs to the airport runway lighting was reviewed. The repairs were necessary due to lightning strikes this past Summer. Quotes were not received for the repair because the repair needed to be done immediately and the extent of the damage was unknown. The Airport Commission approved payment of the invoice on November 16, 1999. Moved by Krizek, seconded by Murphy that said request be approved. Ayes: Two. Absent: Jordan. Motion carried. The request of the Assistant Aviation Director to approve an invoice from Magee Construction Company in the amount of$6,960.87 for roof repair to the director's house was reviewed. The repair was necessary due to storm damage in 1998. The repair was included in the city's insurance claims from the storm damage, and the airport received reimbursement from the insurance carrier for $6,044.00. The balance of $916,87 was for additional work to the roof. City Clerk Nancy Eckert reported that the additional amount would not be covered by the city's insurance carrier as the additional work was to replace rotted wood which was not caused by the wind damage. The Waterloo Airport Commission approved payment of the invoice on November 16, 1999. Moved by Krizek, seconded by Murphy that said request be approved. Ayes: Two. Absent: Jordan. Motion carried. The request of the City Clerk to approve the proposal from Sterling Codifiers to recodify the Waterloo Code of Ordinances and purchase software for network and Internet use was reviewed. City Clerk Nancy Eckert reported that she has been working with Sterling Codifiers, the company that currently updates/supplements our Code of Ordinance as the council adopts new ordinances. Sterling Codifiers is proposing to reorganize the code, which will include putting all like subject matters in a more closely related position in the code which will make the code more efficient to use department by department. Sterling Codifiers will prepare a suggested table of contents. Sterling Codifiers will point out any inconsistencies and discrepancies they find during the reorganization. Sterling Codifiers will make the changes and publish a new code in hard copy, 8.5 x 11 inch page size, with 5 ring binder. A new software will be purchased from Sterling Codifiers which can be used on standalone PCs and/or network, with unlimited users. This will allow any employee currently on the network to access the entire Code of Ordinance from their PC. As soon as the software has been installed on the city's network, it will be installed on the Internet so all residents will have access to the Code of Ordinances. In addition, Sterling Codifiers will continue the supplement service with updating our hard and electronic copies, as well as the Internet, with each supplement. The City Clerk is estimating the total cost for this project to be between $10,000.00 and $12,000.00, depending on the number of hard copies that will need to be purchased. Funding is available for recodification of the Code of Ordinances in the Clerk/Finance F.Y. 2000 Budget. The Code of Ordinances will be reorganized, updated and ready for publication by March 2000. As soon as that is completed, the Folio Search and Retrieval Software will be installed on the city network. Moved by Krizek, seconded by Murphy that the City Clerk be authorized to accept the proposal from Sterling Codifiers to recodify the Waterloo Code of Ordinances and purchase software for city network and Internet use at a total cost not to exceed $12,000.00.
