Moved by Jordan, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Krizek that the Minutes of October 18, 1999, as proposed, be approved. Ayes: Three. Motion carried. The following bids received for the F.Y. 2000 San Marnan Drive and Flammang Drive Improvements were reviewed: Bidder Bid Amount B &B Builders& Supply $ 9,454.00 Mike Dolan Concrete&Masonry, Inc. $10,973.00 Borwig Building Service $11,168.00 It was the recommendation of the Associate Engineer that the low bid of B & Builders & Supply in the amount of $9,454.00 be accepted. Moved by Krizek, seconded by Jordan that said recommendation be approved. Ayes: Three. Motion carried. The request of the Superintendent of Central Garage for authorization to install new cabs on two 1981 tandem axle dump trucks at a cost not to exceed $12,743.00 per unit was reviewed. The current FY 2000 Capital Equipment Program bonding project allocated $50,000.00 to rebuild Street Department trucks. The chassis and running gear on the two 1981 tandem axle dump trucks are in good conditions, but the cabs have deteriorated over the years. The trucks can be retro-fitted with new cabs and with normal maintenance to the chassis can be returned to near new condition. The 1981 cabs are no longer available and a later model cab will used, which will require some modifications. The local International dealer has provided a bid not to exceed $12,743.00 per unit for a total of$25,486.00 for both units. The remainder of the $50,000.00 allocation will be used for box and component replacement and painting. Moved by Krizek, seconded by Jordan that said request be approved. Ayes: Three. Motion carried. The request of the Police Chief for authorization to increase the copy fee for a police report from $5.00 to $10.00 was reviewed. The Police Department presently charges insurance companies, attorneys and others $5.00 for copies of various police reports. The fee has been in effect since October 1992. As of September 1999 the department has had 2,873 requests for police reports. The cost to produce copies of the reports has increased, and the Police Chief is requesting that the fees be increased from $5.00 to $10.00 per copy. Moved by Jordan, seconded by Krizek that said request be approved. Ayes: Three. Motion carried. The request of the Assistant Aviation Director for authorization to pay invoices for consulting services and meeting expenses of the Airport Marketing Committee was reviewed. The invoices were approved for payment by the Waterloo Airport Commission on October 19, 1999. The expenses were approved for payment from the Jet Set funds that were previously turned over to the city. The funds have been put into a separate account for marketing of the airport. Mayor Rooff stated that he met with the Airport Commission, and he was informed that the Commission did in fact hire Ad-Fax for consulting and marketing services. The Commission reported that there was not a budget for the Jet Set funds but a dollar amount. The Commission also said the scheduling of bills payment at City Hall delayed payment of their invoices. Mayor Rooff stated that he suggested they appoint a committee to review the bills since the Commission only meets monthly. Moved by Jordan, seconded by Krizek that the request of the Police Chief for authorization to increase Line Item 1555 (Minor Equipment and Tools) and decrease Line Item 1529 (Firearms and Accessories) in the amount of$900.00 be approved. Ayes: Three. Motion carried. Moved by Krizek, seconded by Jordan that Bills Payment, as contained in Schedule AP640, dated October 25, 1999, pp. 1-72 in the amount of$3,383,252.95, be received, placed on file and approved and forwarded to the full council for approval.
