Moved by Jordan, seconded by Krizek that the Agenda, as amended to change Item No. I under New Business to read, "Approval of donation by Waterloo Rotary Club and city's portion for construction of Welcome to Waterloo sign at I-380/US218", be approved. Ayes: Three. Motion carried. Moved by Jordan, seconded by Krizek that the Minutes of July 12, 1999, as proposed, be approved. Ayes: Three. Motion carried. The request of the City Planner to approve donation by Waterloo Rotary Club and city's portion for construction of Welcome to Waterloo sign at I-380/US218 was reviewed. The Rotary Club has offered to contribute in excess of$20,000.00 for construction of the sign. The Rotary Club has $12,000.00 in cash and $8,700.00 in in-kind donations toward the project. The Rotary Club will continue to solicit donations for the project which will reduce the city's proposed cash contributions. The Rotary Club requests that the city pay $13,500.00 toward the purchase of the stone, and they will pay the remainder. The city is being asked to purchase the lettering for the sign. The city's contribution is funded from the $40,000.00 cellular tower fee for the site. Moved by Krizek, seconded by Jordan that said request be approved. Ayes: Three. Motion carried. The request of the City Planner to approve Town and Country as the low bidder for blanket authorization for Housing Authority carpeting at Ridgeway Towers Apartments, and potentially one to two scattered site FSS homes was reviewed. The Housing Authority must make ready empty apartments (or houses) within three to seven days so that they are ready for new tenants to rent. If they do not, they lose rent money for the project and points on the PHMAP management assessments that must be certified to HUD annually. The city's routine bidding process does not allow the Housing Authority the response time needed for this routine make ready activity. The unit replacement cost is under $1,000.00, but due to the anticipated volume and number of different floor plans of the units involved, establishing a cost per yard for materials and the labor rate is the most appropriate solution. The Housing Authority requested bids for carpet replacement with a base number of five turnover apartments in one year as has been done for the past four years. The Housing Authority replaced carpeting in the building 12 years ago and plans to expand the current replacement rate by requesting six in-place tenants to volunteer for carpet replacement to make sure 11 replacements are made this year. The goal is to have the 1986 carpeting replaced in the tenant apartments during the next two years. Bids were received from Floor Decor, Peterman and Haes, Riley's Floor Covering and Town and Country. To make sure all costs of installation were considered, the cost for a sample job that used 56 yards of carpet, including tear up, was requested. The low bid was received from Town and Country. It was the recommendation of the City Planner that Town and Country be accepted as the low bidder for blanket authorization for Housing Authority carpet replacements for this fiscal year. Moved by Jordan, seconded by Krizek that said request for blanket authorization for carpet replacement at Ridgeway Towers Apartments and one to two scattered FSS house, with Town and Country as the low bidder, be approved. The request of the Facilities Maintenance Supervisor to seek bids for tuckpointing and painting of Central Garage and Leisure Services and tuckpointing of Veterans Memorial Hall was reviewed. The work at Central Garage and Leisure Services includes: sandblasting, grinding of deteriorated mortar joints, tuckpointing, removal of deteriorated caulk and recaulking, caulking of settlement cracks and painting. The estimated cost is $42,000.00 and will be funded with FY 2000 Capital Improvement funds. The work at Veterans Memorial Hall includes: sandblasting, tuckpointing of deteriorated mortar joints, recaulking of deteriorated caulk joints and caulking of settlement cracks. The estimated cost is $17,000.00 and will be funded with FY 1999 Memorial Hall Capital Improvement funds. There is also minor tuckpointing repairs to be included with the project for Fire Station #1 and East 5th Street Parking Garage. Moved by Krizek, seconded by Jordan that said request be approved.
