Members present: Chairperson Murphy, Krizek.
Members absent: Jordan.
Moved by Krizek, seconded by Murphy that the Agenda, as proposed,
be approved. Ayes: Two. Absent: Jordan. Motion carried.
Moved by Krizek, seconded by Murphy that the Minutes of May 17,
1999, as proposed, be approved. Ayes: Two. Absent: Jordan.
Motion carried.
The request of the Fire Chief to purchase three trauma bags at a
cost of $1, 082 . 88 and a monitor/defibrillation unit at a cost of
$6, 500. 00, less $3, 500 trade-in, was reviewed. The trauma bags are
taken to every call the ambulance responds, and the current trauma
bags have had numerous repairs to the compartments and zippers. The
cost for one Thomas ALS trauma bag is $360. 96 for a total cost for
three trauma bags of $1, 082. 88 . The refurbished 1600 Zoll
Monitor/Defibrillation unit will be placed on Engine 306. The unit
will be used as a paramedic monitor when staffing permits or as an
Automatic External Defibrillator when staffed with EMTs trained in
its use. The total cost for the monitor/defibrillation unit is
$6, 500. 00, less $3, 500.00 trade-in for a LifePak 10, for a total
cost of $3, 000.00. The Zoll 1400 Monitor/Defibrillator unit
currently on Engine 306 will be moved to the back-up ambulance.
Moved by Krizek, seconded by Murphy that said request be approved.
Ayes: Two. Absent: Jordan. Motion carried.
The request of the Fire Chief to purchase a Stryker EZ-Pro Model
6090 ambulance cot at a cost of $2, 680 . 00 was reviewed. With the
Stryker cot, the Fire Department will be able to do all the
maintenance. With the current cots, the Fire Department spends
approximately $500.00 to $1, 000.00 each year on maintenance, mostly
for equipment failure due to weight factors. The Stryker cots are
able to handle 100 pounds more weight than the current cots. Moved
by Krizek, seconded by Murphy that said request be approved. Ayes:
Two. Absent: Jordan. Motion carried.
The request of the Building Official for authorization to purchase
three 800 MHZ car phones at a cost not to exceed $4, 200. 00 was
reviewed. The phones will allow the new code enforcement officers
and new residential combination inspector to extend their time in
the field. The phones will give them the ability to make critical
calls from the field and not have to come back to the office five
or six times a day as they are presently doing. The phones will be
purchased from Radio Communications at a total cost of $4, 200. 00
including installation. Discussion was heard on the purchase of
car phones versus cell phones. It was suggested that the cell
phones currently being used be reviewed, and that it may be more
efficient and economical if all city staff use the same cell phone.
Moved by Krizek, seconded by Murphy that the Building Official be
authorized to purchase said car phones at a cost not to exceed
$4, 200.00. Ayes: Two. Absent: Jordan. Motion carried.
The request of the Facilities Maintenance Supervisor for
authorization to replace existing 100 ton Carrier chiller at City
Hall with two 30 ton Multi-Stack modular units at a cost of
$38, 000 . 00 was reviewed. Facilities Maintenance attempted the
seasonal start-up of the City Hall chiller on May 19, 1999, and
the compressor sounded as if it had thrown a rod. Upon
inspection of the chiller, there were two bent piston rods,
scored piston rings and a bent crank shaft. The unit was
completely rebuilt in 1983 . The Carrier is a 100 ton unit that
was originally sized to cool the entire basement, both upper
levels and a planned third story addition to the building. Most
of the basement is cooled with individual ac units because there
