Moved by Getty, seconded by Krizek that the Minutes of February 22, 1999, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Building Official for authorization to purchase a used vehicle for Building
Inspection was reviewed. In October 1998 a Building Inspection Department employee was
involved in an accident that totaled the inspection pickup he was driving. The Building
Department would like to purchase a 1994 Chevy S-10 pickup for $7,500.00. Moved by Krizek,
seconded by Gronen that said request be approved. Ayes: Three. Motion carried.
The request of the Jesse Cosby Neighborhood Association to abate special assessments in the
amount of $2,155.14 for 1112 Mobile Street in conjunction with Zone 9 of the F.Y. 1998
Sidewalk Repair Assessment Program was reviewed.
Dan Holm, Member of the Board of Directors and Legal Counsel, reported that the Jesse Cosby
Neighborhood Center, Inc. is a non-profit organization dedicated to serving the needs of the
residents of East Waterloo, particularly those who are African-American. The center funds and
administers a wide variety of nutritional, health and educational programs. Many residents of the
city have been positively affected by the efforts of the center. In the last several years, the center
has come through a difficult financial period. Many of the center's financial problems were the
result of management difficulties and the loss of traditional sources of funding. With the help of
the Cedar Valley United Way and the installation of a new management team, the center is
addressing and solving its financial difficulties. An abatement of the special assessments will allow
the center to channel all of its resources toward serving the citizens of our community.
Willie Mae Wright, stated that the Jesse Cosby Neighborhood Center serves culturally minority
citizens of the Eastside of the city and has been in existence since 1965. Ms. Wright reported that
the center provides hot meals to senior citizens every day and provides a youth program during
the summer months.
Councilperson Krizek stated that she was concerned that if the city abates the assessments for the
Jesse Cosby Neighborhood Center, the city would be setting a precedent for other non-profit
organizations serving similar needs. Councilperson Krizek stated that it is a ten-year assessment
so that it would cost the center approximately $17.00 per month.
Rich Earles, Community Development Program Manager, stated that Community Development
Block Grant funds are limited to single households meeting income guidelines. Mr. Earles stated
that the Jesse Cosby Neighborhood Center could have requested funding for the project a year
ago to be included in the Community Development Block Grant program.
Councilperson Collier stated that the Jesse Cosby Neighborhood Center plays a vital part in the
city, and that they have gone through a big transition. Councilperson Collier asked that the
committee approve this request.
Getty called for the question. Ayes: One. Nays: Krizek, Jordan. Motion failed.
Councilperson Anders asked city staff where funding would come from if the abatement is
approved. Bruce Meisinger, Finance Manager, stated that he was unsure at this time where
funding would be available.

March 1, 1999, pp. 1-79, in the amount of $1,285,838.55, be received, placed on file and
approved and forwarded to the full council for approval. Ayes: Three. Motion carried.
