Moved by Getty, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Krizek that the Minutes of February 8, 1999, as proposed, be approved. Ayes: Three. Motion carried. The following bids received for Random Digit Dialing Survey for the Section 8 Fair Market Rents were reviewed: Bidder Bid Amount Macro International, VT $11,550.00 Schulman, Ronca& Bucuvalas,NY $11,750.00 SPARTA Consulting Corp., MD No Bid Washington State University, WA No Bid Voter/Consumer Research, MD $13,905.00 Since the Housing Authority has over 500 Section 8 units, the Random Digit Dialing (RDD) survey is recommended by HUD for the best scientific method to document rents for a diverse area. The contractors requested for bids were those indicated by HUD as firms who can meet scientific statically credible standards needed to get unbiased results similar to the 1990 census. The Section 8 Program has adequate administrative budget funding to cover the cost of the RDD survey and would recoup the cost of the survey through an increased success in lease up rates with new households in one to two years. The cost of any increase in Housing Assistance funding needed due to increased rent limits would be covered by the Budget Authority that is set aside by HUD for Waterloo as each Section 8 contract is funded or renewed. It was the recommendation of the Housing Authority that the low bid from Macro International in the amount of$11,550.00 be accepted. Moved by Krizek, seconded by Jordan that said recommendation be approved. Ayes: Two. Nays: Getty. Motion carried. The request of the Fire Chief for authorization to purchase a Safety & Education House to be funded by contributions from Allen and Covenant Hospitals was reviewed. Fire Chief Frank Magsamen stated that the Safety & Education House will be used to provide education and training in fire prevention. The Fire Department is proposing to purchase a 30 ft trailer house which will have a layout similar to a regular home, such as kitchen, bedroom, etc. The Fire Department will travel with the house to schools, libraries and outside areas. The house will have the capability to stimulate smoke and will have a smoke detector system. Surrey Fire Safety House has submitted a quote of $21,958.00 for the house. The purchase of the house will be funded by contributions from Allen and Covenant Hospitals. Moved by Krizek, seconded by Getty that the request of the Fire Chief to proceed with the purchase of a Safety & Education House from Surrey Fire Safety House at a cost of $21,958.00 be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Krizek that a garbage refund in the amount of $30.00 for 1621 Hyperion Drive be approved. Ayes: Three. Motion carried. Moved by Krizek, seconded by Jordan that a garbage refund in the amount of$240.00 for 1216 Oleson Road be approved. Ayes: Two. Nays: Jordan. Motion carried. Moved by Krizek, seconded by Getty that the request of the Leisure Services Director for pre- authorization to expend $1,973.31 for golf course accessories be approved. Ayes: Three. Motion carried.
