Moved by Getty, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Three.
Motion carried.
Moved by Getty, seconded by Krizek that the Minutes of January 25, 1999, as proposed, be
approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Jordan that an agreement with National Trust's Heritage Property
Services to evaluate the rehabilitation of the Public Market be approved.
Prior to a vote on the above motion, the following comments were heard.
Don Temeyer, City Planner, reported that Main Street Waterloo and Silos and Smokestacks are
willing to participate. The cost for the city would be $4,300.00. The services provides by
National Trust's Heritage Property include: review and analyze the Sycamore Street Market
New Action Plan to determine the economic viability of Phase I of Sycamore Market (the Public
Market) as a stand-alone entity; perform market and economic feasibility analysis of Phase II
(the Special Events Market) and Phase III (The Market Plaza). Based on the findings and
recommendations of the above studies, develop, if necessary, alternative adaptive reuse strategies
for Sycamore Market to insure its completion in a manner which achieves its highest market and
economic potential. Community Partners will prepare a final report. The proposed cost for the
services is $13,050.00, of which the city would be responsible for $4,300.00, Main Street
Waterloo would pay $2,350.00, Silos & Smokestacks would pay $2,350.00 and $4,000.00
would be an in-kind contribution by Heritage Property Services,
Councilperson Jordan questioned if the funds that have been awarded for the Public Market are
being accounted for. Councilperson Jordan asked why the city has to be involved in providing
this service for the public market, and it seems like they are always asking the city to contribute
more money.
Councilperson Murphy stated he has concerns with having the market and band shell at this
location because of the railroad tracks and the number of times per day a train crosses the tracks
at this area.
Councilperson Getty stated that he does not feel he has enough information on the proposal to
make a decision.
Councilperson Krizek stated that the architect is looking at the building location and its
proximity to the railroad tracks. Councilperson Krizek stated that the evaluation will give us
new strategies, and that we have already put a lot of money into the building.
Councilperson Anders stated that $4,300.00 will give the city answers as to whether we should
go forward with this project. Councilperson Anders stated that he feels the public market is a
benefit for the community.
Councilperson Getty asked what will the consultant tell us that we don't already know. The city
does not have the money to do all the things that have been suggested.
Councilperson Jordan stated that the $4,300.00 is not the issue, but they keep coming back for
more and more funding. Councilperson Jordan stated that he does not support approving the
agreement, but he is willing to forward it to the full council for their review.
Councilperson Getty stated that he will not support the agreement tonight or even if it is placed
on the council agenda. Councilperson Getty stated that the public market is a good idea, but he
personally feels that we need to draw the line in the sand and say enough.
