Moved by Getty, seconded by Krizek that the Agenda, as amended to add Item No. 5 under New
Business entitled, "Authorization to purchase one garbage truck—Superintendent of Sanitation &
Recycling", be approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Krizek that the Minutes of January 19, 1999, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Police Chief to seek bids for seven 1999 police sedan patrol vehicles was
reviewed. Police Chief Bernie Koehrsen reported that the current manufacturer of full-size police
package patrol vehicles is the Ford Motor Company. Chevrolet discontinued full-sized police
packages in the 1995 model year. Chrysler Corporation has not marketed a police package
vehicle in many years. Last year, Ford had several thousand confirmed orders that it was unable
to fulfill. The Police Department would like to order early to insure that the city is able to take
delivery. There are seven marked police patrol vehicles in the 1999 Capital Bonding Plan, which
has yet to be approved by the city council. Moved by Getty, seconded by Krizek that said request
be approved and the Police Chief authorized to seek bids for seven 1999 police sedan patrol
vehicles. Ayes: Three. Motion carried.
The request of the City Planner to seek Requests for Proposals for a Random Digit Dialing
Survey to increase the Fair Market Rent used by the Section 8 Program was reviewed. The
Waterloo Housing Authority is required to use the Fair Market Rents (FMRs) published by HUD
in the federal register each October to determine the maximum rent permitted for Section 8
Certificate units and the maximum subsidy for Housing Voucher units. These FMRs are based on
data from the 1990 census which has been trended by national inflation factors. The price and
availability of housing rentals in the city has changed for the better for the economy and landlords
during the last two years due to the improvement in the job market and the influx of new families
to the community. However, the impact on very low income families, the elderly and the disabled
renters served by the Waterloo Housing Authority has been negative. Due to the higher rents,
these households are having a very difficult time. The city has two options for changing the
FMRs. One choice is to wait until the data from the 2000 census results in change in the FMRs in
FY 2003-4. The second choice is to do a HUD approved rent survey to submit in support of our
comment that the rents need to be increased the next time FMRs are published in May. A
Random Digit Dialing (RDD) phone survey will be done by a contractor who must meet scientific
statically credible standards to get the unbiased results required by HUD. The anticipated cost of
the survey is $10,000 to $12,000. The Section 8 Program has adequate funds to cover the cost
and would recoup the cost of the survey through an increased lease up rates with new households
in one to two years. Moved by Krizek, seconded by Getty that said request be approved and the
City Planner authorized to seek Request for Proposals for a Random Digit Dialing phone survey.

The request of the Building Official to purchase a FAX machine at a cost of $2,300.00 was
reviewed. The present FAX is five years old and not 2000 compliant. A new 2000 compliant
FAX machine was budgeted in the FY99 budget. A proposal was received from Omnifax and
JetFax. Jim Quint, MIS Manager, reviewed the proposals and has recommended the JetFax 910
FAX machine. Moved by Getty, seconded by Krizek that said request be approved. Ayes:
Three. Motion carried.
The request of the Police Chief to purchase two personal computers at a total cost of$3,614.00
was reviewed. The Dell Pentium PCs would replace 386 and 486 computers that are six to eight
years old. The cost quotation from Dell Computer Corp. is $1,772.00 each for a total of
$3,544.00, plus shipping for a total of $3,614.00. The purchase of the two computers was
reviewed and approved by the Computer Technical Review Committee on January 13, 1999. The
computers are part of the department's third year computer equipment plan. Funds have been
