Moved by Getty, seconded by Krizek that the Agenda, as amended to add under Pre-
Authorizations, "Authorization to repair fence at Water Pollution/Flood Control Facility", be
approved. Ayes: Three. Motion carried.
Moved by Getty, seconded by Krizek that the Minutes of November 16, 1998, as proposed, be
approved. Ayes: Three. Motion carried.
The request of the Fire Chief for authorization to donate 25 sets of fire turnout gear to the Puerto
Vallarta, Mexico Fire Department was reviewed. The gear has been taken out of service for a
number of years because it does not meet the current standards of the National Fire Prevention
Association. Moved by Krizek, seconded by Getty that said request be approved. Ayes: Three.
Motion carried.
The following bids received for a laser speed detection unit were reviewed:

It was the recommendation of the Police Chief that the bid of Laser Technology, Inc. in the
amount of$3,995.00 be accepted for the following reasons:
1. Laser Technology is the only company that has an optional mapping/accident investigation
software package unit available.
2. A laser unit was purchased from this company in 1993, and the unit has been extremely
serviceable and low maintenance.
3. The unit was recommended by two officers who are laser specialists because of its user
friendliness, sturdy design, training and expandable investigation capability.
Moved by Getty, seconded by Jordan that the Police Chief be authorized to purchase a laser speed
detection unit from Laser Technology, Inc. at a cost of$3,995.00. Ayes: Three. Motion carried.
The request of the City Engineer for authorization to purchase a new CAD workstation at a cost
of$3,151.00 was reviewed. The new CAD station will be used to design roads for the Street
Reconstruction Program. Along with street design, the computer will also run the Engineering
Department's GIS software. The county is currently developing a GIS system, and the computer
will access the county's information. The cost to purchase the CAD workstation is $3,151.00.
The Computer Technical Review Committee has reviewed and approved purchase of the new
CAD workstation. Moved by Getty, seconded by Jordan that said request be approved. Ayes:
Three. Motion carried.
Bids received for a credit card program for greens fees at the three golf courses were reviewed.
Bids were received from Magna Bank, Community National Bank, Norwest Card Services, and
VGM BankAmerica. It was the recommendation of the Park Board that the bid from Magna
Bank be accepted. Magna Bank quoted a 1.9 percent swipe, 2.5 percent key, no per item fee, $15
per month minimum discount, no monthly fee and a chargeback fee of$10. Magna Bank already
handles the city's checking account, and our funds will be deposited to that account within two
business days. The discount rate would be locked in for two years. Processing equipment will be
available for a one-time fee of $480, including a one-year warranty and 24 hour helpdesk for
