Moved by Getty, seconded by Krizek that the Agenda, as proposed, be approved. Ayes: Three. Motion carried. Moved by Getty, seconded by Krizek that the Minutes of September 26, 1998, as proposed, be approved. Ayes: Three. Motion carried. The replacement of the boiler at Carnegie building was reviewed. Bids proposals were requested, but WBC Mechanical was the only bidder with a bid of$14,615.00. The project was presented for bid as a design install so there were no project specifications. During the course of the contractor design process several mechanical, venting and piping adaptations were presented to achieve optimum efficiency from the unit including: converting pneumatic controls to electronic, piping a by-pass loop to lower operating temperatures, installing a standby circulation pump and installing isolation zone valves to prevent cross feeding. The installation meets the guidelines for the Energy Conservation Project, and there are sufficient Energy Conservation funds remaining to fund the project. It was the recommendation of Building Maintenance that the bid from WBC Mechanical in the amount of$14,615.00 for the replacement of the Carnegie building boiler be accepted. Moved by Krizek, seconded by Getty that said recommendation be approved. Ayes: Three. Motion carried. The request of the Administrative Director to replace the four-keg cooler at the Five Sullivan Brothers Convention Center was reviewed. The city owns and maintains a four-keg , portable cooler for bulk beverages at the Five Sullivan Brothers Convention Center. The cooler's doors are broken and the compressor is burned out. It is cost prohibitive to repair the unit and Building Maintenance is recommending replacement of the cooler. The following quotes from Star Refrigeration were reviewed: One Beverage-Air DD78 with Castors $2,143.70 Two Beverage-Air DD58 with Castors $3,458.00 Building Maintenance sought quotes on two units on the possibility that Five Sullivan Brothers Convention Center management may be interested in co-funding the purchase by paying the difference of$1,314.30 allowing the purchase of two, two-keg units. Moved by Getty, seconded by Krizek that authorization be given to replace the four-keg cooler at the Five Sullivan Brothers Convention Center at a cost not to exceed $2,143.70. Ayes: Three. Motion carried. Moved by Krizek, seconded by Getty that a garbage refund in the amount of $240.00 for 1261/1271 Black Hawk Road be approved. Ayes: Three. Motion carried. Moved by Krizek, seconded by Getty tl}at a garbage refund in the amount of $60.00 for 220 Virden Street be approved. Ayes: Three. Motion carried. Bob Stevenson, Administrative Director, updated the committee on the city's computer system. In 1996 the city had 244 computers and servers, and today there are 408 computers. In 1996 the city had two staff members in the Information Services area, and there are currently two employees. The Human Resources Committee previously approved hiring another Programmer Analyst. This was based on the significant increase in the amount of computers and services along with maintaining the city telephone system. The Information Services staff also repairs computers and servers, develops and writes software and hardware packages for all departments and maintains the system.
