Moved by Krizek, seconded by Jordan that the Agenda, as amended to add under New Business, "Authorization to proceed with erection of Welcome to Waterloo Signs—City Planner", be approved. Ayes: Two. Absent: Mollenhoff. Motion carried. Moved by Krizek, seconded by Jordan that the Minutes of June 15, 1998, as proposed, be approved. Ayes: Two. Absent: Mollenhoff. Motion carried. The request of the City Planner to approve a loan in the amount of $8,000 to Anderson & Associates was reviewed. Anderson& Associates is requesting a loan in the amount of$8,000 to rehabilitate lawn care building at 213 Conger. The $8,000 loan is at 75 percent of prime (6.35%) with a 5 year payment period and a personal guarantee and/or mortgage on the property. The previous loan guarantee in the amount of $3,500 was approved by the Finance Committee in March 1998 and was deferred until the property was rezoned. Moved by Krizek, seconded by Jordan that the request of the Human Rights Director for authorization to purchase office furniture be approved. Ayes: Two. Absent: Krizek. Motion carried. The request of the City Planner for authorization to proceed with erection of "Welcome to Waterloo" sign was reviewed. The sign will be located on the Heath Street frontage road on Highway U.S. 63 North. The estimated cost is $17,550. The Exchange Club has agreed to donate $10,000 and $3,615 has been allocated from Hotel/Motel tax funds. The Fire Department has agreed to supervise the construction. The Parks Department will do the landscaping, and the Sign & Traffic Department will do the lighting. The sign will be ordered from Schuler Masonry via Stone City Quarry. Moved by Krizek, seconded by Jordan that the request of the Superintendent of Parks for pre-. authorization to expend $5,487.00 to purchase 20 oxidized aluminum picnic tables be approved. Ayes: Two. Moved by Krizek, seconded by Jordan that the request of the City Planner for pre-authorization to expend $7,088.00 to purchase a Minolta copier for the Community Development Department be approved. Moved by Krizek, seconded by Jordan that the request of the Recreation& Arts Director for pre- authorization to expend $1,000-$1,500 for transportation costs for busing River Hills Day camp participants be approved.
