Moved by Mollenhoff, seconded by Jordan that the Agenda, as amended to add request of the
Recreation Director for pre-authorization to expend $2,465.00, be approved. Ayes: Two.
Absent: Krizek. Motion carried.
Moved by Mollenhoff, seconded by Jordan that the Minutes of May 26, 1998, as proposed, be
approved. Ayes: Two. Absent: Krizek. Motion carried.
The request of the Fire Chief for authorization to purchase a computer was reviewed. The
computer will be used by the Hazardous Materials Regional Training Center and costs $2,446.00.
Moved by Mollenhoff, seconded by Jordan that said request be approved. Ayes: Two. Absent:
Krizek. Motion carried.

The request of the Finance Manager to approve allocation of the city's 50 percent share of excess
Hotel/Motel tax proceeds anticipated to be collected in excess of the budgeted amount of
$500,000.00 for the current fiscal year was reviewed. The Convention and Visitors Bureau
received approval for their 50 percent share on May 26, 1998 for their marketing efforts. It is
anticipated that the city's share will be at least $50,000.00. The Finance Manager recommends
that the costs associated with hosting the Mayors of the Waterloos of the World, which should
not exceed $10,000.00, and to complete funding needed to install electronic marquis signs on the
Young Arena at a proposed cost of$60,000.00 be approved. Partial funding in the amount of
$27,000.00 is available in the Young Arena construction account for the marquis signs, leaving
about $33,000.00 that will be funded from Hotel/Motel tax funds. Moved by Mollenhoff,
seconded by Jordan that said allocation recommendation be approved. Ayes: Three. Motion
carried.
The request of the City Planner for authorization to purchase services from two vendors to set up
a local user training site for Housing Authority Section 8 software was reviewed. The Waterloo
Housing Authority has used a custom software for the Section 8 and Public Housing programs
since November 1988. This software is DOS based and has had only minor changes in format
during the past ten years. It has been upgraded to a Windows 95 versions, and the software
vendor has notified its customers that effective December 31, 1998 they will no longer support
the DOS program. The software vendor has recommended training on the new Windows version
at a cost of$750 per user not including travel, meals and hotel for 5 days to attend classes being
held in San Diego, California. As the Housing Authority has five users in need of training,
inquires were made as to the cost of having the software vendor, Nan McKay, come to the city to
provide training. Nan McKay has agreed to provide training the week of July 13-17, 1998 to a
group of ten users. The Housing Authority will have four users and sell six slots to other Housing
Authorities in Iowa to reduce the cost of the training. The Housing Authority has filled its class
and has a waiting list of ten other users wanting the training. The rate proposed at cost is
$1,079.00 per slot sold but will result in a cost of $815.00 per Waterloo user trained with no
travel expenses compared to the $1,529.00 per Waterloo user if we don't share the expenses.

The request of the Police Chief to purchase mapping software to plot crimes and other incidents
on maps in the city's jurisdiction was reviewed. The advantage of computerized maps is the ease
of creation, updating and dissemination compared to traditional pin maps. These maps will be
used in conjunction with Street Enforcement unit and other personnel to more effectively engage
in Community Policing. The CCI Partnership grant included $1,200.00 to be used for crime
mapping and analysis software. A mapping program called Mapinfo that will suit the
department's needs and is compatible with existing software and expected future computer
